HRDAG Drops Dropbox
On Wednesday, April 9, the file hosting service Dropbox announced the addition of Condoleezza Rice, former U.S. National Security Advisor and Secretary of State, to their Board of Directors, citing the need for “a leader who could help us expand our global footprint.”
In response to this announcement, HRDAG requested (and rapidly received) a refund for our recent purchase of Dropbox for Business, and will drop the use of their service entirely.

Guatemala’s Bol de la Cruz Found Guilty
Today Guatemala’s former national police chief Colonel Héctor Rafael Bol de la Cruz was convicted and sentenced to 40 years in prison for his role in the 1984 kidnapping and disappearance of 27-year-old student union leader Fernando Garcia, who was last seen when officers detained him outside his home. Along with Bol de la Cruz, former senior police officer Jorge Gomez was also tried; he received a sentence of 40 years in prison. I began working with HRDAG in the summer of 2001 before it was ever even called HRDAG. In fact, not intended as a boast, I think I’m responsible for coming up with the name. After contracting with Dr. Patrick Ball for a time writing the Analyzer data management platform, I left New York City and joined him in Washington, DC, at AAAS in 2002. In our work, we merge many databases to figure out how many people have been killed in violent conflict. Merging is a lot harder than you might think.
Many of the database records refer to the same people--the records are duplicated. We want to identify and link all the records that refer to the same victims so that each victim is counted only once, and so that we can use the structure of overlapping records to do multiple systems estimation.

Ten Years and Counting in Guatemala
We have accomplished so much in the last 10 years at the Historical Archive of the National Police. And yet, despite the efforts, dedication, and commitment of each person who since 2006 has worked in the AHPN, we still can not say “mission accomplished.”
In 10 years the environment at the Archive has changed so much and become so full of life. Where the building once sheltered unknown stories, over time some of those stories have been revealed. But Guatemala has a long way to go in letting the world get to know more deeply about the secrets within the documents stored there.

HRDAG and AHPN Launch Book Detailing Collaboration
Earlier this month, HRDAG and the Historic Archive of the National Police (AHPN) of Guatemala launched a book that represents a long-time collaboration between the two organizations. The book, “Una mirada al AHPN a partir de un studio de cuantitativo,” is, as the title states, a look at the Archive’s datasets via a quantitative study. Book authors are HRDAG executive director Megan Price and AHPN colleague Carolina López, with translations by Beatriz Vejarano. The book is available in Spanish and forthcoming in English.

How We Choose Projects
For more than 20 years, HRDAG has been carving out a niche in the international human rights movement. We know what we’re good at and what we’re not qualified to do. We know what quantitative questions we think are important for the community, and we know what we like to do. These preferences guide us as we consider whether to take on a project. We’re scientists, so our priorities will come as no surprise. We like to stick to science (not ideology), avoid advocacy, answer quantifiable questions, and increase our scientific understanding.
