Reflections: It Began In Bogotá

It was July of 2006, I’d spent five years working at a local human rights NGO in Bogotá, and I had reached retirement age. But then a whole new world opened up for me to discover. Tamy Guberek, then HRDAG Latin America coordinator, whom I had met at the NGO, approached me about becoming part of the HRDAG Colombia team as a research/administrative assistant. Data ‘hashing’ improves estimate of the number of victims in databases

But while HRDAG’s estimate relied on the painstaking efforts of human workers to carefully weed out potential duplicate records, hashing with statistical estimation proved to be faster, easier and less expensive. The researchers said hashing also had the important advantage of a sharp confidence interval: The range of error is plus or minus 1,772, or less than 1 percent of the total number of victims.

“The big win from this method is that we can quickly calculate the probable number of unique elements in a dataset with many duplicates,” said Patrick Ball, HRDAG’s director of research. “We can do a lot with this estimate.”

Momentous Verdict against Hissène Habré

Today we’re very pleased to hear of the verdict finding Hissène Habré guilty of crimes against humanity. Habré, president of Chad from 1982 to 1990, has been sentenced to life in prison in Dakar, Senegal, where he was tried. Are journalists lowballing the number of Iraqi war dead?

The Columbia Journalism Review investigates the casualty count in Iraq, more than a decade after the U.S. invasion. HRDAG executive director Patrick Ball is quoted. “IBC is very good at covering the bombs that go off in markets,” said Patrick Ball, an analyst at the Human Rights Data Analysis Group who says his whole career is to study “people being killed.” But quiet assassinations and military skirmishes away from the capital often receive little or no media attention.

A geeky deep-dive: database deduplication to identify victims of human rights violations

In our work, we merge many databases to figure out how many people have been killed in violent conflict. Merging is a lot harder than you might think. Many of the database records refer to the same people--the records are duplicated. We want to identify and link all the records that refer to the same victims so that each victim is counted only once, and so that we can use the structure of overlapping records to do multiple systems estimation. Merging records that refer to the same person is called entity resolution, database deduplication, or record linkage.
