How many police homicides in the US? A reconsideration

In early March, the Bureau of Justice Statistics published a report that estimated that in the period 2003-2009 and 2011, there were approximately 7427 homicides committed by police in the US. We responded that the method the analysts used, capture-recapture with two databases, is vulnerable to underestimation if the databases exhibit positive dependence. Colombia 2010-2012 – Advancing Methods to Count Deaths and Missing People
From 2010 to 2012, a series of reports by HRDAG researchers applied new statistical methodologies to investigate deaths and missing people in Colombia. Kosovo 1999 – Using MSE to Examine Political Claims
Patrick Ball expanded his use of multiple systems estimation (MSE) to clarify the history of a deadly conflict in Kosovo. The violence began in 1989 when Serbian President Slobodan Milošević revoked Kosovo's autonomous status within the Republic of Serbia triggering fighting between Kosovar Albanians and the Yugoslav government. Allegations of widespread and systematic human rights violations were made against Serbian forces and NATO intervened to repel Serb forces from Kosovo. Karl E. Peace Award Recognizes Work of Patrick Ball
The American Statistical Association’s 2018 Karl E. Peace Award for Outstanding Statistical Contributions for the Betterment of Society recently recognized the work of leading human rights mathematician Patrick Ball of the Human Rights Data Analysis Group (HRDAG). The award is presented annually to statisticians whose exemplary statistical research is matched by the impact their work has had on the lives of people.
Established by the family of Karl E. Peace in honor of his work for the good of society, the award—announced at the Joint Statistical Meetings—is bestowed upon distinguished individual(s) who have made substantial contributions to the statistical profession, contributions that have led in direct ways to improving the human condition. Recipients will have demonstrated through their accomplishments their commitment to service for the greater good.”

We have accomplished so much in the last 10 years at the Historical Archive of the National Police. And yet, despite the efforts, dedication, and commitment of each person who since 2006 has worked in the AHPN, we still can not say “mission accomplished.”
