How we work with partners is how we relate to the whole human rights community. We work with human rights advocates and defenders to support their goals by complementing their substantive expertise with our technical expertise. To date, partners have included truth commissions, international criminal tribunals, United Nations missions, and non-governmental human rights organizations on five continents.

Historic verdict in Guatemala—Gen.Efraín Ríos Montt found guilty
I've been working with various projects in Guatemala to document mass violence since 1993, so in 2011, when Claudia Paz y Paz asked me to revisit the analysis I did for the Commission for Historical Clarification examining the differential mortality rates due to homicide for indigenous and non-indigenous people in the Ixil region, I was delighted. We have far better data processing and statistical methods than we had in 1998, plus much more data. I think the resulting analysis is a conservative lower bound on total homicides of indigenous people. (more…)
Guatemala’s Bol de la Cruz Found Guilty
Today Guatemala’s former national police chief Colonel Héctor Rafael Bol de la Cruz was convicted and sentenced to 40 years in prison for his role in the 1984 kidnapping and disappearance of 27-year-old student union leader Fernando Garcia, who was last seen when officers detained him outside his home. Along with Bol de la Cruz, former senior police officer Jorge Gomez was also tried; he received a sentence of 40 years in prison. Data are available through National Administrative Department of Statistics (DANE), the Truth Commission, and GitHub. Published in 2023.

Sierra Leone
Following a brutal 11-year civil war, the Parliament of Sierra Leone called for a Truth and Reconciliation Commission (TRC) to create "an impartial, historical record of the conflict", and "address impunity; respond to the needs of victims; promote healing and reconciliation; and prevent a repetition of the violations and abuses suffered." HRDAG and AHPN Launch Book Detailing Collaboration
Earlier this month, HRDAG and the Historic Archive of the National Police (AHPN) of Guatemala launched a book that represents a long-time collaboration between the two organizations. The book, “Una mirada al AHPN a partir de un studio de cuantitativo,” is, as the title states, a look at the Archive’s datasets via a quantitative study. Book authors are HRDAG executive director Megan Price and AHPN colleague Carolina López, with translations by Beatriz Vejarano. The book is available in Spanish and forthcoming in English.

Multiple Systems Estimation: The Basics
Multiple systems estimation, or MSE, is a family of techniques for statistical inference. MSE uses the overlaps between several incomplete lists of human rights violations to determine the total number of violations. HRDAG Offers New R Package – dga
Much of the work we do at HRDAG involves estimating the number of undocumented deaths using a statistical technique called multiple systems estimation (MSE, described in more detail here). One of our goals is to make this class of methods more broadly available to human rights researchers. In particular, we are finding that Bayesian approaches are extremely valuable for MSE. Accordingly, we are pleased to offer a new R package called dga (“decomposable graphs approach”) that performs Bayesian model averaging for MSE.
