Working at the Historic Archive of the National Police (AHPN) of Guatemala, there are many skills I learned on the job. My many years of work on the team that studies the recovered documents have been like a custom-made course in how to do quantitative research.
The Archive documents I study are the result of 36 years of creation during civil war (1960 to 1996). Many of these documents are simply administrative—but we are able to use them to understand patterns that occurred during the conflict, to get a sense of what mattered to the National Police and what didn’t. Doing an investigation on the contents of the Archive brought with it three major lessons. The first big lesson was the constant movement (nothing was static), The second great lesson was that everything evolved (the changes were a constant). Analysis of Uncovered Government Data from Guatemala and Chad Clarifies History and Supports Criminal Prosecutions

The past year of research by the Benetech Human Rights Data Analysis Group (HRDAG) has supported criminal prosecutions and uncovered the truth about political violence in Guatemala, Iran, Colombia, Chad and Liberia. On today’s celebration of the 62nd anniversary of the Universal Declaration of Human Rights, HRDAG invites the international community to engage scientifically defensible methodologies that illuminate all human rights violations – including those that cannot be directly observed. 2011 will mark the 20th year that HRDAG researchers have analyzed the patterns and magnitude of human rights violations in political conflicts to determine how many of the killed and disappeared have never been accounted for – and who is most responsible.

We are saddened by the passing of Steve Fienberg yesterday in Pittsburgh, at the age of 74. He is perhaps best known around the world for bringing statistics to science and public policy and was a beloved professor at Carnegie Mellon University. At HRDAG we are in awe of and grateful for the work Steve did formalizing multiple systems estimation. Today The Tor Project announced that it has elected a new Board of Directors, and among them is HRDAG executive director Megan Price. The Tor Project is a nonprofit advocacy group that promotes online privacy and provides software that helps users opt out of online tracking.

At HRDAG, we worry about what we don't know. Specifically, we worry about how we can use statistical techniques to estimate homicides that are not observed by human rights groups. Based on what we've seen studying many conflicts over the last 25 years, what we don't know is often quite different from what we do know.
The technique we use most often to estimate what we don't know is called "multiple systems estimation." In this medium-technical post, I explain how to organize data and use three R packages to estimate unobserved events.
