500 Tamils disappeared in Army custody — New Study

The Sri Lankan army must explain to the families of the disappeared and missing what happened to an estimated 500 Tamils who disappeared in their custody at the war end on/around 18 May 2009, said two international NGOs who have been collating and analysing lists of names.

Sri Lanka has one of the largest numbers in the world of enforced disappearances but these 500 represent the largest number of disappearances all in one place and time in the country. The AHPN: Home of Stories Old and New

Access to the records contained in archives is a concern shared by many. Archives support memory and free access to them strengthens democratic processes. Everyone should be allowed to see first-hand the records contained in an archive and be free to interpret them as needed. Access to archives can increase knowledge on various topics and opens opportunities for different fields of knowledge. (more…)

When people talk about war criminals in Guatemala, which war are they talking about? They’re talking about the Guatemalan civil war, which began in 1960 and ended in 1996. That’s thirty-six years of civil war. Even though it ended almost two decades ago, Guatemala is still recovering from it. I had the pleasure of working with Patrick Ball at the HRDAG office in San Francisco for a week during summer 2016. I knew Patrick from two workshops he previously hosted at the University of Washington’s Centre for Human Rights (UWCHR). Learning Day by Day: Quantitative Research at the AHPN

Working at the Historic Archive of the National Police (AHPN) of Guatemala, there are many skills I learned on the job. My many years of work on the team that studies the recovered documents have been like a custom-made course in how to do quantitative research. The Archive documents I study are the result of 36 years of creation during civil war (1960 to 1996). Many of these documents are simply administrative—but we are able to use them to understand patterns that occurred during the conflict, to get a sense of what mattered to the National Police and what didn’t. From the article: Esta entidad, que existe desde 1991, es liderada por su fundador, Patrick Ball, un científico que acumula una experiencia de más de 25 años realizando análisis cuantitativos en los lugares y en las situaciones más convulsos del planeta. Sobre su colaboración con el proyecto del predictor de fosas clandestinas en México, único en el mundo, Ball afirmó en entrevista:

“Cuando hablamos de crímenes de lesa humanidad estamos hablando de instituciones, de organizaciones grandes, cometiendo miles o centenares de miles  de violaciones a víctimas distribuidas sobre una geografía enorme. Para entender los patrones en esas violaciones, la estadística puede brindar una mirada sobre quiénes son los responsables materiales e intelectuales, quiénes son las víctimas y dónde o cuándo pasaron esas violaciones. Pero la estadística no es contabilidad, pues no estamos hablando solamente de las violaciones que podemos ver, sino que también debemos calcular las violaciones no observadas, las escondidas, invisibles, para incluir en nuestro análisis la totalidad de las violaciones”.

Counting Casualties in Syria

Today the United Nations Office of the High Commissioner for Human Rights (OHCHR) released a report prepared by me and my colleagues describing the current state of reported killings in the Syrian Arab Republic from the beginning of the conflict in March 2011 through April 2013.  (UN news release here.) This report is an update of work we published in January 2013.  This updated analysis includes records from eight data sources documenting a total of 92,901 reported killings.
