Uncovering Police Violence in Chicago: A collaboration between HRDAG and Invisible Institute
In 2014 and again in 2020, the Invisible Institute, a Chicago grassroots organization, won lawsuits that granted them access to decades of complaints of misconduct by Chicago police officers. The collection contains hundreds of thousands of pages of allegation forms, memos, various police administrative forms, interviews and testimonies, pictures, and even embedded audio files. The Institute published scanned images on the Citizens Police Data Project, and is using them for a project with HRDAG known as Beneath the Surface, which is a detailed investigation into gender-based violence by Chicago Police.

The summer of 2002 in Washington, DC, was steamy and hot, which is how I remember my introduction to HRDAG. I had begun working with them, while they were still at AAAS, in the late spring, learning all about their core concepts: duplicate reporting and MSE, controlled vocabularies, inter-rater reliability, data models and more. BJS Report on Arrest-Related Deaths: True Number Likely Much Greater

Today the Bureau of Justice Statistics (BJS) released a report on their effort to document “all deaths that occur during the process of arrest in the United States.” The analysis estimates that the Arrest-Related Deaths (ARD) program covers only 34-49% of these deaths. A parallel program by the FBI (the Supplementary Homicide Reports, SHR) is estimated to cover approximately the same proportion of deaths. Even taking into consideration both programs, 28% of all police homicides remain unreported.
