In early 2006 I joined the Historical Archive of the National Police (Archivo Histórico de la Policía Nacional, or AHPN) without knowing the impact it would have on my future. I started with cleaning, organizing and classifying documents—and learning, with other colleagues, what a historical archive is and how it works.
By April of that year, parallel to these learning processes, I was selected along with 20 other people to begin work on the challenging Quantitative Research project. I started as a "coder," transferring key content from documents into a database. (more…)

Gen. José Guillermo García, El Salvador’s defense minister from 1979 to 1983, may be deported from Florida to El Salvador because of his involvement in war crimes that occurred under his command. The recommendation comes from a Miami immigration judge, whose decision was supported with expert testimony from Stanford political science professor Terry Karl, who presented extensive statistical analysis of killings, disappearances, kidnappings, torture and other crimes under Gen. HRDAG is mentioned in the “child welfare (sometimes called “family policing”)” section: At least 72,000 low-income children are exposed to AI-related decision-making through government child welfare agencies’ use of AI to determine if they are likely to be neglected. As a result, these children experience heightened risk of being separated from their parents and placed in foster care.
Patrick Ball, director of research at the Human Rights Data Analysis Group, and a statistician who has conducted similar estimates of violent deaths in conflicts in other regions, said the study was strong and well reasoned. But he cautioned that the authors may have underestimated the amount of uncertainty caused by the ongoing conflict.
The authors used different variations of mathematical models in their calculations, but Dr. Ball said that rather than presenting a single figure — 64,260 deaths — as the estimate, it may have been more appropriate to present the number of deaths as a range from 47,457 to 88,332 deaths, a span that encompasses all of the estimates produced by modeling the overlap among the three lists.
“It’s really hard to do this kind of thing in the middle of a conflict,” Dr. Ball said. “It takes time, and it takes access. I think you could say the range is larger, and that would be plausible.”
Propelled by the impact of data analysis in El Salvador, Patrick Ball applied his WDWTW model to human rights information in other countries. Throughout the 1990’s, Ball worked at the American Association for the Advancement of Science (AAAS) analyzing large-scale human rights violations in Ethiopia, South Africa, Haiti and Guatemala. Together with senior scientific colleagues, including statistician Dr. Herb Spirer, Ball developed new methods for analyzing state-sanctioned violence.
