Almost a quarter century ago, on November 16, 1989, six Jesuit scholars, their housekeeper and her 15-year-old daughter were massacred inside the University of Central America (UCA) in San Salvador, El Salvador. Their chief target was the rector of the country’s leading university. The murders were carried out by members of the elite Atlacatl Battalion, acting on the direct orders of the highest-ranking members of the Salvadoran military. We recently learned about an article by Dr Nafeez Ahmed that criticizes the methods and conclusions of the Iraq Body Count (IBC) and the work of Professor Michael Spagat. Dr Ahmed cites our work extensively in support of his arguments, so we think it’s useful for us to reply.
We welcome Dr Ahmed’s summary of various points of scientific debate about mortality due to violence, specifically in Iraq and Colombia. We think these are very important questions for the analysis of data about violent conflict, and indeed, about data analysis more generally. Trips to and from Guatemala
HRDAG has been working with the Historic Archive of the National Police in Guatemala (hereafter, the Archive) for the past seven years. The Archive contains a treasure trove of data recorded and kept by the Guatemalan National Police over the past century. When the Archive was first discovered in 2005, researchers there immediately recognized both the value and fragility of the tens of millions of documents. As a result, they reached out to HRDAG, and we reached out to volunteers at Westat to devise a plan to estimate the contents of the entire Archive as quickly as possible in case the documents were destroyed or access to them was limited. ...
Transitional Justice in Syria: Accountability and Reconciliation Conference
I spent last weekend in Istanbul at an excellent conference organized by the Syrian Center for Political and Strategic Studies (SCPSS). The conference included numerous non-governmental organizations (NGOs) from Syria as well as international human rights researchers and advocates. Families of victims told their stories, data collection groups discussed the challenges, and need, to document violations, transitional justice experts worried about infrastructure such as the police force and judicial system, and local leaders pledged to work together for peace.

The task is a quantum of workflow
This post describes how we organize our work over ten years, twenty analysts, dozens of countries, and hundreds of projects: we start with a task. A task is a single chunk of work, a quantum of workflow. Each task is self-contained and self-documenting; I'll talk about these ideas at length below. We try to keep each task as small as possible, which makes it easy to understand what the task is doing, and how to test whether the results are correct.

Ten years ago, in July 2005, human rights officers stumbled upon a nondescript warehouse in a commercial zone of Guatemala City and changed history. They had discovered an archive–its existence kept secret–belonging to the Guatemalan National Police, whose officers committed human rights atrocities on behalf of the government during the civil war.
