Benetech's statistical analysis establishes that at least 102,800 (+/- 11,000) Timorese died as a result of the conflict. Guatemalan National Police Archive Project

The Historic Archive of the Guatemalan National Police (hereafter the Archive) was discovered, quite by accident, in July 2005.  Researchers immediately recognized both the importance and the fragility of the Archive's contents.  As a result, in early 2006 the Archive team invited Patrick to evaluate the documents and help them answer a seemingly simple question: How can we learn about the contents of the Archive in a shorter period of time than is needed to systematically examine each individual document? After inspecting the Archive, Patrick designed a multi-stage random sample of documents.  In May 2006, Tamy Guberek, Daniel Guzmån, and ...

Multiple Systems Estimation: The Matching Process

<<Previous post: Collection, Cleaning, and Canonicalization of Data Q8. What do you mean by "overlap," and why are overlaps important? Q9. [In depth] Why is automated matching so important, and what process do you use to match records?  Q8. What do you mean by "overlap," and why are overlaps important? MSE estimates the total number of violations by comparing the size of the overlap(s) between lists of human rights violations to the sizes of the lists themselves. By "overlap," we mean the set of incidents, such as deaths, that appear on more than one list of human rights violations. Accurately and efficiently identifying overlaps between ...

Chad

HissÚne Habré's rule over the former French colony of Chad, from 1982 to 1990, was marked by numerous and credible allegations of systematic torture and crimes against humanity. Habré claims that he was not aware of violations committed by the Documentation and Security Directorate (DDS), the state security force that pursued political opponents and operated notorious prisons during his regime. In January 2010, the Human Rights Data Analysis Group (HRDAG) released a new study showing that Habré was well informed of the hundreds of deaths that occurred in prisons operated by the DDS. The HRDAG report, State Coordinated Violence in Chad under ...

Timor-Leste Op-Ed

Defending Human Rights Data And The Possibility of Justice In East Timor By Patrick Ball and Romesh Silva On June 5th, armed gangs broke into the offices of the Commission for Reception, Truth and Reconciliation (CAVR) in Dili, East Timor and stole their motorbikes. Many human rights workers wondered whether the mobs would soon return to loot the irreplaceable paper records used by the CAVR to compile a definitive report on human rights abuses during the Indonesian occupation of East Timor from 1975-1999. The release of this report was preempted by the recent violence in Dili. But in the midst of the chaos, Australian military forces stepped in to ...

Megan Price Elected Board Member of Tor Project

Today The Tor Project announced that it has elected a new Board of Directors, and among them is HRDAG executive director Megan Price. The Tor Project is a nonprofit advocacy group that promotes online privacy and provides software that helps users opt out of online tracking. Megan and Patrick have long maintained that encryption and privacy are essential for enabling human rights work. Patrick's ideas are described in Monday's FedScoop story about encryption, human rights, and the U.S. State Department. “Human rights groups depend on strong cryptography in order to hold governments accountable," says Patrick. "HRDAG depends on local human ...

India

In 2009, as Indians debated institutional reform of their security forces in the wake of the previous year's Mumbai attacks, HRDAG issued a groundbreaking report about the human cost of suspending the rule of law during a violent counterinsurgency campaign in the Indian state of Punjab. Together with our partner Ensaaf, HRDAG released findings that cast substantial doubt on the Indian government's past explanations and justifications for disappearances and extrajudicial killings during the height of the Punjab counterinsurgency in the early 1990s. These findings contribute to an increasing body of knowledge that informs policy questions about the ...

How many police homicides in the US? A reconsideration

(This post is co-authored by Patrick Ball and Kristian Lum.) In early March, the Bureau of Justice Statistics published a report that estimated that in the period 2003-2009 and 2011, there were approximately 7427 homicides committed by police in the US. We responded that the method the analysts used, capture-recapture with two databases, is vulnerable to underestimation if the databases exhibit positive dependence. We conduct a thorough sensitivity analysis on the original independence model as applied to the police homicides databases. We used information from several other countries where our partners created multiple databases of homicides. We ...

Sierra Leone

Following a brutal 11-year civil war, the Parliament of Sierra Leone called for a Truth and Reconciliation Commission (TRC) to create "an impartial, historical record of the conflict", and "address impunity; respond to the needs of victims; promote healing and reconciliation; and prevent a repetition of the violations and abuses suffered." The full text of the TRC report is available on the Sierra Leone Web. HRDAG assisted the TRC to build a systematic data coding system, electronic database, and secure data analysis process to manage the thousands of statements given to them in the course of their work. Dr. Ball visited Freetown twice, and HRDAG ...
