Propelled by the impact of data analysis in El Salvador, Patrick Ball applied his WDWTW model to human rights information in other countries. Throughout the 1990’s, Ball worked at the American Association for the Advancement of Science (AAAS) analyzing large-scale human rights violations in Ethiopia, South Africa, Haiti and Guatemala. In March 2013, I entered a contest called the California Series in Public Anthropology International Competition, which solicits book proposals from social science scholars who write about how social scientists create meaningful change. The winners of the Series are awarded a publishing contract with the University of California Press for a book targeted to undergraduates. Multiple systems estimation, or MSE, is a family of techniques for statistical inference. MSE uses the overlaps between several incomplete lists of human rights violations to determine the total number of violations. Today the United Nations Office of the High Commissioner for Human Rights (OHCHR) released a report prepared by me and my colleagues describing the current state of reported killings in the Syrian Arab Republic from the beginning of the conflict in March 2011 through April 2013. (UN news release here.) This report is an update of work we published in January 2013. This updated analysis includes records from eight data sources documenting a total of 92,901 reported killings.

“Patrick Ball, HRDAG’s Director of Research and the statistician behind the code, explained that the Random Forest classifier was able to predict with 100% accuracy which counties that would go on to have mass graves found in them in 2014 by using the model against data from 2013. The model also predicted the counties that did not have mass hidden graves found in them, but that show a high likelihood of the possibility. This prediction aspect of the model is the part that holds the most potential for future research.”

We have accomplished so much in the last 10 years at the Historical Archive of the National Police. And yet, despite the efforts, dedication, and commitment of each person who since 2006 has worked in the AHPN, we still can not say “mission accomplished.”
In 10 years the environment at the Archive has changed so much and become so full of life. Where the building once sheltered unknown stories, over time some of those stories have been revealed. But Guatemala has a long way to go in letting the world get to know more deeply about the secrets within the documents stored there.

The first time I met anyone at HRDAG, I was a journalist. It was 2006. I was working on a story about a graduate student at Carnegie Mellon who’d collaborated with the organization on a survey in Sierra Leone, and I contacted Patrick Ball to discuss the work. At the time, I found him challenging.
