HRDAG and the Trial of José Efraín Ríos Montt
At some point in the next week, HRDAG's executive director, Patrick Ball, will be providing expert testimony in the trial of General José Efraín Ríos Montt, the de-facto president of Guatemala in 1982-1983. Gen. Ríos is being tried on charges of genocide and crimes against humanity. (His military intelligence director, Gen. Mauricio Rodríguez Sánchez is also on trial.) Patrick will testify on approximately April 15-18, 2013, and he may begin as early as this Friday, April 12.

The summer of 2002 in Washington, DC, was steamy and hot, which is how I remember my introduction to HRDAG. I had begun working with them, while they were still at AAAS, in the late spring, learning all about their core concepts: duplicate reporting and MSE, controlled vocabularies, inter-rater reliability, data models and more. Machine learning is being used to uncover the mass graves of Mexico’s missing
“Patrick Ball, HRDAG’s Director of Research and the statistician behind the code, explained that the Random Forest classifier was able to predict with 100% accuracy which counties that would go on to have mass graves found in them in 2014 by using the model against data from 2013. The model also predicted the counties that did not have mass hidden graves found in them, but that show a high likelihood of the possibility. This prediction aspect of the model is the part that holds the most potential for future research.”
How we go about estimating casualties in Syria—Part 1
I spent the two weeks over Easter working with Patrick and Megan in San Francisco, trying to figure out a strategy of how best to estimate the number of casualties the Syrian civil war has claimed in the past two years. In January, HRDAG published a report on the number of fully identified casualties reported in the Syrian Arab Republic between March 2011 and November 2012. The number of de-duplicated records of killings for this period was 59,648, a number that is likely to be an undercount since we know that many incidences of lethal violence in conflict go unreported, and that the unreported cases are not missing at random. Ten years ago, in July 2005, human rights officers stumbled upon a nondescript warehouse in a commercial zone of Guatemala City and changed history. They had discovered an archive–its existence kept secret–belonging to the Guatemalan National Police, whose officers committed human rights atrocities on behalf of the government during the civil war.

Sri Lanka
Ten years after the war ended in Sri Lanka, we still don’t know to the nearest ten thousand how many people perished. The estimates for the death toll for the last five months of the war alone vary between 7000 and 147,000. In 2011, the UN said it thought approximately 40,000 civilians had died; then in 2012 an internal UN report estimated it was at least 70,000. Population data from World Bank and UN sources indicated that more than 100,000 Tamils living in the conflict areas in the north have not returned home after the war.
