Right now, most of the data on the virus SARS-CoV-2 and Covid-19, the condition caused by the virus, are incomplete and unrepresentative, which means that there is a great deal of uncertainty. But making sense of imperfect datasets is what we do. Working at the Historic Archive of the National Police (AHPN) of Guatemala, there are many skills I learned on the job. My many years of work on the team that studies the recovered documents have been like a custom-made course in how to do quantitative research.
The Archive documents I study are the result of 36 years of creation during civil war (1960 to 1996). Many of these documents are simply administrative—but we are able to use them to understand patterns that occurred during the conflict, to get a sense of what mattered to the National Police and what didn’t. Following a brutal 11-year civil war, the Parliament of Sierra Leone called for a Truth and Reconciliation Commission (TRC) to create "an impartial, historical record of the conflict", and "address impunity; respond to the needs of victims; promote healing and reconciliation; and prevent a repetition of the violations and abuses suffered." Convenience Samples: What they are, and what they should (and should not) be used for
As noted on our Core Concepts page, we spend a lot of time worrying about the ways data are used to make claims about human rights violations. This is because inaccurate statistics can damage the credibility of human rights claims. Analyses of records of human rights violations are used to guide policy decisions, determine resource allocation for interventions, and inform transitional justice mechanisms. It is vital that such analyses are accurate.
Unfortunately, all too often these decisions are based, inappropriately, on analyses of a single convenience sample. (more…)

Ten Years and Counting in Guatemala
We have accomplished so much in the last 10 years at the Historical Archive of the National Police. And yet, despite the efforts, dedication, and commitment of each person who since 2006 has worked in the AHPN, we still can not say “mission accomplished.”
In 10 years the environment at the Archive has changed so much and become so full of life. Where the building once sheltered unknown stories, over time some of those stories have been revealed. Amnesty International Reports Organized Murder Of Detainees In Syrian Prison
Reports of torture and disappearances in Syria are not new. But the Amnesty International report says the magnitude and severity of abuse has “increased drastically” since 2011. Citing the Human Rights Data Analysis Group, the report says “at least 17,723 people were killed in government custody between March 2011 and December 2015, an average of 300 deaths each month.”
