Earlier this month, HRDAG and the Historic Archive of the National Police (AHPN) of Guatemala launched a book that represents a long-time collaboration between the two organizations. The book, “Una mirada al AHPN a partir de un studio de cuantitativo,” is, as the title states, a look at the Archive’s datasets via a quantitative study. Book authors are HRDAG executive director Megan Price and AHPN colleague Carolina López, with translations by Beatriz Vejarano. The book is available in Spanish and forthcoming in English.

Assessing Claims of Declining Lethal Violence
In March 2007, HRDAG published a study entitled "Assessing Claims of Declining Lethal Violence in Colombia." The authors of this report evaluated assertions that violence in Colombia declined after the demobilization of paramilitaries. They showed that these claims rest both on the overinterpretation of unadjusted data and on unsound causal inferences. The authors concluded that multiple data sources are needed to estimate the true rates of violence in Colombia after demobilization and they suggest avenues for further research.

In 1995, the Haitian National Commission for Truth and Justice (CNVJ) requested the advice of the American Association for the Advancement of Science (AAAS) and Dr. Patrick Ball on how to develop a large-scale project to take the testimonies of several thousand witnesses of human rights abuses in Haiti.
The team conducted work incorporating over 5,000 interviews covering over 8,500 victims to produce detailed regional analyses, using quantitative material from the interviews, historical, economic and demographic analysis.
HRDAG is delighted to announce five additions to our team: one new staff member, three summer interns, and one fellow.
As we get ready to begin our fourth year as an independent nonprofit, we are, as always, indebted to our Advisory Board and to our funders for their support and vision. We’re finishing up a busy year that took us to Dakar (for the trial of former Chadian dictator Hissène Habré), Pristina (for the release of the Kosovo Memory Book), Colombia (for work on a book about the Guatemalan Police Archives), and kept us busy here at home working on police violence statistics. But one of our biggest victories has been to score a new, talented, wise Advisory Board member—Michael Bear Kleinman, whom we first met when he was working with Humanity United.

We were surprised and disappointed to learn that our colleague Claudia Paz y Paz has had her term as Guatemala’s attorney general cut short. The nation’s Constitutional Court ruled on 6 February that her four-year term will end this May, instead of in December. (She was appointed in December 2010, replacing an attorney general who was appointed in May 2010.)

Large-scale human rights violations in Timor-Leste began in 1975 when the Indonesian government invaded the small island and continued until Timorese independence in 1999. Disappearances, torture, forced displacement and extra-judicial killings took place during the Indonesian occupation compounded by a severe famine. Estimates of deaths ranged from 50,000 to 200,000, but individual sources reflected only a fraction of total fatalities. After almost two months of searching for the perfect fit, we’re very pleased to announce that Josh Shadlen has joined HRDAG as our new technical lead. Finding Josh was no easy feat. We were looking for what many people would call a “data scientist,” that is, someone with expertise in both computer science and statistics. These days, “data science” is one of the hottest fields out there.
