Uncovering Police Violence in Chicago: A collaboration between HRDAG and Invisible Institute

In 2014 and again in 2020, the Invisible Institute, a Chicago grassroots organization, won lawsuits that granted them access to decades of complaints of misconduct by Chicago police officers. The collection contains hundreds of thousands of pages of allegation forms, memos, various police administrative forms, interviews and testimonies, pictures, and even embedded audio files. The Institute published scanned images on the Citizens Police Data Project, and is using them for a project with HRDAG known as Beneath the Surface, which is a detailed investigation into gender-based violence by Chicago Police. Sierra Leone

Following a brutal 11-year civil war, the Parliament of Sierra Leone called for a Truth and Reconciliation Commission (TRC) to create "an impartial, historical record of the conflict", and "address impunity; respond to the needs of victims; promote healing and reconciliation; and prevent a repetition of the violations and abuses suffered." The story of one document inside the AHPN

The beginnings are crucial in every step—as critical as the beginning of sound, life, hope, and justice. Here are some first steps from the AHPN (Archivo Histórico de la Policía Nacional). This is the story of Oficio Number COC/207-laov, a document that at first appears uninteresting. But this is not just any oficio*. This is one of the many documents that helped bring to trial the people responsible for the disappearance of Edgar Fernando García. Reflections: Pivotal Moments in Freetown

The summer of 2002 in Washington, DC, was steamy and hot, which is how I remember my introduction to HRDAG. I had begun working with them, while they were still at AAAS, in the late spring, learning all about their core concepts: duplicate reporting and MSE, controlled vocabularies, inter-rater reliability, data models and more. The days were long, with a second shift more often than not running late into the evening. Text in English Assessing Claims of Declining Lethal Violence In March 2007, HRDAG published a study entitled "Assessing Claims of Declining Lethal Violence in Colombia." The authors of this report evaluated assertions that violence in Colombia declined after the demobilization of paramilitaries. They showed that these claims rest both on the overinterpretation of unadjusted data and on unsound causal inferences. The authors concluded that multiple data sources are needed to estimate the true rates of violence in Colombia after demobilization and they suggest avenues for further research. HRDAG and AHPN Launch Book Detailing Collaboration

Earlier this month, HRDAG and the Historic Archive of the National Police (AHPN) of Guatemala launched a book that represents a long-time collaboration between the two organizations. The book, “Una mirada al AHPN a partir de un studio de cuantitativo,” is, as the title states, a look at the Archive’s datasets via a quantitative study. Book authors are HRDAG executive director Megan Price and AHPN colleague Carolina López, with translations by Beatriz Vejarano. The book is available in Spanish and forthcoming in English. As we get ready to begin our fourth year as an independent nonprofit, we are, as always, indebted to our Advisory Board and to our funders for their support and vision. We’re finishing up a busy year that took us to Dakar (for the trial of former Chadian dictator Hissène Habré), Pristina (for the release of the Kosovo Memory Book), Colombia (for work on a book about the Guatemalan Police Archives), and kept us busy here at home working on police violence statistics. HRDAG is delighted to announce five additions to our team: one new staff member, three summer interns, and one fellow.

Haiti

In 1995, the Haitian National Commission for Truth and Justice (CNVJ) requested the advice of the American Association for the Advancement of Science (AAAS) and Dr. Patrick Ball on how to develop a large-scale project to take the testimonies of several thousand witnesses of human rights abuses in Haiti. The team conducted work incorporating over 5,000 interviews covering over 8,500 victims to produce detailed regional analyses, using quantitative material from the interviews, historical, economic and demographic analysis.

Ouster of Guatemala’s Attorney General

We were surprised and disappointed to learn that our colleague Claudia Paz y Paz has had her term as Guatemala’s attorney general cut short. The nation’s Constitutional Court ruled on 6 February that her four-year term will end this May, instead of in December. (She was appointed in December 2010, replacing an attorney general who was appointed in May 2010.) During her term, she put four generals from Guatemala’s civil war on the stand for charges of crimes against humanity and genocide, including General José Efraín Ríos Montt, who ruled from 1982 to 1983.
