The Historic Archive of the Guatemalan National Police (hereafter the Archive) was discovered, quite by accident, in July 2005. Researchers immediately recognized both the importance and the fragility of the Archive's contents. As a result, in early 2006 the Archive team invited Patrick to evaluate the documents and help them answer a seemingly simple question: How can we learn about the contents of the Archive in a shorter period of time than is needed to systematically examine each individual document?

Guatemala 2011 – Developing Sampling Methods to Help Convict Perpetrators
During 36 years of internal armed conflict, which ended in 1996, an estimated 200,000 Guatemalans were killed or disappeared. HRDAG researchers returned to Guatemala in 2006 to analyze a sample of the estimated 46 million records discovered in the archive of the now disbanded Guatemalan National Police. This post describes how we organize our work over ten years, twenty analysts, dozens of countries, and hundreds of projects: we start with a task. A task is a single chunk of work, a quantum of workflow. Each task is self-contained and self-documenting; I'll talk about these ideas at length below. In December 2006, Human Rights Watch (HRW) issued a report documenting torture and unlawful killings committed by Bangladesh's Rapid Action Battalion (RAB), an elite anti-crime and anti-terrorism force. According to HRW, many of the deaths for which RAB is responsible resulted from summary executions or extreme physical abuse. The statistical analysis presented in the report, "Judge, Jury, and Death: Torture and Executions by Bangladesh's Elite Security Force," was conducted by Romesh Silva, a statistician who worked within the Benetech Human Rights Program at the time, and who now works with HRDAG.
