Trips to and from Guatemala
HRDAG has been working with the Historic Archive of the National Police in Guatemala (hereafter, the Archive) for the past seven years. The Archive contains a treasure trove of data recorded and kept by the Guatemalan National Police over the past century. When the Archive was first discovered in 2005, researchers there immediately recognized both the value and fragility of the tens of millions of documents. As a result, they reached out to HRDAG, and we reached out to volunteers at Westat to devise a plan to estimate the contents of the entire Archive as quickly as possible in case the documents were destroyed or access to them was limited. ...
Guatemala 1993-1999 – Using MSE to Estimate the Number of Deaths
Propelled by the impact of data analysis in El Salvador, Patrick Ball applied his WDWTW model to human rights information in other countries. Throughout the 1990’s, Ball worked at the American Association for the Advancement of Science (AAAS) analyzing large-scale human rights violations in Ethiopia, South Africa, Haiti and Guatemala. Quantitative Research at the AHPN Guatemala
In early 2006 I joined the Historical Archive of the National Police (Archivo Histórico de la Policía Nacional, or AHPN) without knowing the impact it would have on my future. I started with cleaning, organizing and classifying documents—and learning, with other colleagues, what a historical archive is and how it works.
By April of that year, parallel to these learning processes, I was selected along with 20 other people to begin work on the challenging Quantitative Research project. I started as a "coder," transferring key content from documents into a database. (more…)

Ouster of Guatemala’s Attorney General
We were surprised and disappointed to learn that our colleague Claudia Paz y Paz has had her term as Guatemala’s attorney general cut short. The nation’s Constitutional Court ruled on 6 February that her four-year term will end this May, instead of in December. (She was appointed in December 2010, replacing an attorney general who was appointed in May 2010.)

Reflections: Pivotal Moments in Freetown
The summer of 2002 in Washington, DC, was steamy and hot, which is how I remember my introduction to HRDAG. I had begun working with them, while they were still at AAAS, in the late spring, learning all about their core concepts: duplicate reporting and MSE, controlled vocabularies, inter-rater reliability, data models and more. The days were long, with a second shift more often than not running late into the evening. Historic verdict in Guatemala—Gen.Efraín Ríos Montt found guilty
I've been working with various projects in Guatemala to document mass violence since 1993, so in 2011, when Claudia Paz y Paz asked me to revisit the analysis I did for the Commission for Historical Clarification examining the differential mortality rates due to homicide for indigenous and non-indigenous people in the Ixil region, I was delighted. We have far better data processing and statistical methods than we had in 1998, plus much more data. I think the resulting analysis is a conservative lower bound on total homicides of indigenous people. (more…)

In Orleans Parish, Louisiana, home of New Orleans, 78 percent of wrongful convictions have been linked to a police officer’s failure to share exculpatory evidence with the defense. Ten Years and Counting in Guatemala
We have accomplished so much in the last 10 years at the Historical Archive of the National Police. And yet, despite the efforts, dedication, and commitment of each person who since 2006 has worked in the AHPN, we still can not say “mission accomplished.”
In 10 years the environment at the Archive has changed so much and become so full of life. Where the building once sheltered unknown stories, over time some of those stories have been revealed. But Guatemala has a long way to go in letting the world get to know more deeply about the secrets within the documents stored there.

Reflections: Growing and Learning in Guatemala
As a woman, mother and sociologist who is curious about the patterns of our political past in Guatemala, I feel privileged to know and work with the HRDAG team. Collaborating and learning from people like Patrick, Megan, Suzanne, Beatriz and Tamy has been an invaluable gift. I have discovered many things, both human and academic. For example, I’ve learned new ways of seeing what seemed everyday and simple, to discover that not only do the social sciences and statistics work hand in hand, but that they are critical for understanding Guatemala’s reality.
