How we go about estimating casualties in SyriaâPart 1
I spent the two weeks over Easter working with Patrick and Megan in San Francisco, trying to figure out a strategy of how best to estimate the number of casualties the Syrian civil war has claimed in the past two years. In January, HRDAG published a report on the number of fully identified casualties reported in the Syrian Arab Republic between March 2011 and November 2012. The number of de-duplicated records of killings for this period was 59,648, a number that is likely to be an undercount since we know that many incidences of lethal violence in conflict go unreported, and that the unreported cases are not missing at random. During the violence in Timor-Leste in June 2006, armed gangs broke into the offices of the Commission for Reception, Truth and Reconciliation (CAVR) in Dili and stole their motorbikes.
The Human Rights Data Analysis Group, then at BenetechÂź, and other human rights observers wondered whether the mobs would soon return to loot the irreplaceable paper records used by the CAVR to compile their definitive report entitled "Chega!"

UPDATE (21 Dec 2014): Juan Cole is reporting that the Kurdish militia (the peshmerga) have retaken Shingal (also known as Sinjar) mountain where many Yezidi people have been trapped since 3 August 2014. They are now moving to liberate other Yezidi towns south of the mountain. The Yezidi people trapped on the mountain are now free. There is no word yet on the thousands of Yezidi people enslaved by ISIS.

Last week Forensis, the Colombian National Institute of Forensic Medicineâs flagship publication, published the first of our analyses of homicide patterns in Colombia. Authored by HRDAG executive director Patrick Ball and UN colleague Michael Reed Hurtado, âCuentas y mediciones de la criminalidad y de la violenciaâ (pages 529-545) explores, as the title suggests, the quality of âtruthâ contained within crime registries. Citing the problem of partial data, missing data, and inherent design bias, Patrick and Michael write that no register, official or unofficial, can present a true reflection of what has really happened.
