Assessing Claims of Declining Lethal Violence
In March 2007, HRDAG published a study entitled "Assessing Claims of Declining Lethal Violence in Colombia." The authors of this report evaluated assertions that violence in Colombia declined after the demobilization of paramilitaries. They showed that these claims rest both on the overinterpretation of unadjusted data and on unsound causal inferences. The authors concluded that multiple data sources are needed to estimate the true rates of violence in Colombia after demobilization and they suggest avenues for further research.

At the end of 2014 we completed the evaluation of the Kosovo Memory Book database and are pleased to conclude that the database has succeeded in documenting all or nearly all the human losses during conflicts in Kosovo during the period from 1998 to 2000.
With a motto of "Let people remember people," the goal of the Kosovo Memory Book (KMB) is to document all people who were killed or disappeared in connection with the war in Kosovo. On February 4, 2015, at the National Archive in Pristina, Kosovo, HRDAG executive director Patrick Ball gave a presentation on research (done with colleague Jule Krüger) about the database of the Kosovo Memory Book (KMB). The KMB is part of the Humanitarian Law Centre in Belgrade and Pristina). Propelled by the impact of data analysis in El Salvador, Patrick Ball applied his WDWTW model to human rights information in other countries. Throughout the 1990’s, Ball worked at the American Association for the Advancement of Science (AAAS) analyzing large-scale human rights violations in Ethiopia, South Africa, Haiti and Guatemala. “Patrick Ball, HRDAG’s Director of Research and the statistician behind the code, explained that the Random Forest classifier was able to predict with 100% accuracy which counties that would go on to have mass graves found in them in 2014 by using the model against data from 2013. The model also predicted the counties that did not have mass hidden graves found in them, but that show a high likelihood of the possibility. This prediction aspect of the model is the part that holds the most potential for future research.”

The woman who’d invited him there was Kristian Lum, the 34-year-old lead statistician at the Human Rights Data Analysis Group, a San Francisco-based non-profit that has spent more than two decades applying advanced statistical models to expose human rights violations around the world. For the past three years, Lum has deployed those methods to tackle an issue closer to home: the growing use of machine learning tools in America’s criminal justice system.
Ball, a statistician, has spent the last two decades finding ways to make the silence speak. He helped pioneer the use of formal statistical modeling, and, later, machine learning—tools more often used for e-commerce or digital marketing—to measure human rights violations that weren’t recorded. In Guatemala, his analysis helped convict former dictator General EfraÃn RÃos Montt of genocide in 2013. It was the first time a former head of state was found guilty of the crime in his own country.
