I've been working with various projects in Guatemala to document mass violence since 1993, so in 2011, when Claudia Paz y Paz asked me to revisit the analysis I did for the Commission for Historical Clarification examining the differential mortality rates due to homicide for indigenous and non-indigenous people in the Ixil region, I was delighted. We have far better data processing and statistical methods than we had in 1998, plus much more data. I think the resulting analysis is a conservative lower bound on total homicides of indigenous people. (more…)

For years I have been engaged in a quantitative study at Guatemala’s Historic Archive of the National Police, or AHPN. (See the blogposts below.) In this study coders collect data on sheets of paper according to criteria established and explained in manuals. But when collecting data, there’s always room for human error—this is why the validity of the study hinges on verifying that coders use the correct criteria.

We are saddened by the passing of Steve Fienberg yesterday in Pittsburgh, at the age of 74. He is perhaps best known around the world for bringing statistics to science and public policy and was a beloved professor at Carnegie Mellon University. At HRDAG we are in awe of and grateful for the work Steve did formalizing multiple systems estimation. His work on that front blazed a trail and essentially enabled all of our most important analytical work at the intersection of human rights and statistical science.

In July 2009, HRDAG concluded a three-year project with the Liberian Truth and Reconciliation Commission (TRC) to help clarify Liberia’s violent history and hold perpetrators accountable. A military coup in 1979 sparked 24 years of civil war in Liberia where warring factions subjected civilians to severe human rights abuses. The TRC sought to determine whether these violations represented a systematic pattern or policy. Ten years after the war ended in Sri Lanka, we still don’t know to the nearest ten thousand how many people perished. The estimates for the death toll for the last five months of the war alone vary between 7000 and 147,000. In 2011, the UN said it thought approximately 40,000 civilians had died; then in 2012 an internal UN report estimated it was at least 70,000. Population data from World Bank and UN sources indicated that more than 100,000 Tamils living in the conflict areas in the north have not returned home after the war.

Ball, a statistician, has spent the last two decades finding ways to make the silence speak. He helped pioneer the use of formal statistical modeling, and, later, machine learning—tools more often used for e-commerce or digital marketing—to measure human rights violations that weren’t recorded. In Guatemala, his analysis helped convict former dictator General Efraín Ríos Montt of genocide in 2013. It was the first time a former head of state was found guilty of the crime in his own country.
HRDAG has sampled and analyzed documents at Guatemala's AHPN and has testified against war criminals based on that analysis.

HRDAG is helping the Invisible Institute turn their windfall of raw data about police misconduct into data that can be analyzed.
In this story, Guerrini discusses the impact of HRDAG’s work in Guatemala, especially the trials of General José Efraín Ríos Montt and Colonel Héctor Bol de la Cruz, as well as work in El Salvador, Syria, Kosovo, and Timor-Leste.
