When people talk about war criminals in Guatemala, which war are they talking about?
They’re talking about the Guatemalan civil war, which began in 1960 and ended in 1996. That’s thirty-six years of civil war. Even though it ended almost two decades ago, Guatemala is still recovering from it. At its simplest, this civil war story was right-wing government forces fighting leftist rebels. Patrick Ball expanded his use of multiple systems estimation (MSE) to clarify the history of a deadly conflict in Kosovo. The violence began in 1989 when Serbian President Slobodan Milošević revoked Kosovo's autonomous status within the Republic of Serbia triggering fighting between Kosovar Albanians and the Yugoslav government. Allegations of widespread and systematic human rights violations were made against Serbian forces and NATO intervened to repel Serb forces from Kosovo. HRDAG’s analysis and expertise continues to deepen the national conversation about police violence and criminal justice reform in the United States. In 2015 we began by considering undocumented victims of police violence, relying on the same methodological approach we’ve tested internationally for decades. Shortly after, we examined “predictive policing” software, and demonstrated the ways that racial bias is baked into the algorithms. On November 26, HRDAG colleague Anita Gohdes was awarded the German Dissertation Prize for the Social Sciences. The patron of the prize is the President of the German Parliament, Norbert Lammert, who presented Anita with the award.
Anita’s dissertation, “Repression 2.0: The Internet in the War Arsenal of Modern Dictators,” investigates the role played by social media networks in modern dictatorships, such as President Assad’s regime in Syria. On one hand, Anita argues, social media can help opposition groups to organize more effectively, but on the other hand, the same networks allow regimes to monitor and manipulate the population. ...
