The Columbia Journalism Review investigates the casualty count in Iraq, more than a decade after the U.S. invasion. HRDAG executive director Patrick Ball is quoted. “IBC is very good at covering the bombs that go off in markets,” said Patrick Ball, an analyst at the Human Rights Data Analysis Group who says his whole career is to study “people being killed.” But quiet assassinations and military skirmishes away from the capital often receive little or no media attention.
Ball, a statistician, has spent the last two decades finding ways to make the silence speak. He helped pioneer the use of formal statistical modeling, and, later, machine learning—tools more often used for e-commerce or digital marketing—to measure human rights violations that weren’t recorded. In Guatemala, his analysis helped convict former dictator General Efraín Ríos Montt of genocide in 2013. It was the first time a former head of state was found guilty of the crime in his own country.

Following a brutal 11-year civil war, the Parliament of Sierra Leone called for a Truth and Reconciliation Commission (TRC) to create "an impartial, historical record of the conflict", and "address impunity; respond to the needs of victims; promote healing and reconciliation; and prevent a repetition of the violations and abuses suffered." HRDAG is born when Patrick Ball begins database design at the Human Rights Office of the Salvadoran Lutheran Church. The work soon moves to the non-governmental Human Rights Commission (CDHES). In January 2013, the United Nations Office of the High Commissioner for Human Rights (OHCHR) released a report on the number of conflict-related killings in Syria.
