BJS Report on Arrest-Related Deaths: True Number Likely Much Greater

Today the Bureau of Justice Statistics (BJS) released a report on their effort to document “all deaths that occur during the process of arrest in the United States.” The analysis estimates that the Arrest-Related Deaths (ARD) program covers only 34-49% of these deaths. A parallel program by the FBI (the Supplementary Homicide Reports, SHR) is estimated to cover approximately the same proportion of deaths. Even taking into consideration both programs, 28% of all police homicides remain unreported.

Ouster of Guatemala’s Attorney General
We were surprised and disappointed to learn that our colleague Claudia Paz y Paz has had her term as Guatemala’s attorney general cut short. The nation’s Constitutional Court ruled on 6 February that her four-year term will end this May, instead of in December. (She was appointed in December 2010, replacing an attorney general who was appointed in May 2010.)

The struggle between Syrian President Bashar al-Assad's regime and opposition forces has generated extensive global press coverage, but few accurate estimates of casualties. In January 2013, the United Nations Office of the High Commissioner for Human Rights (OHCHR) released a report on the number of conflict-related killings in Syria. In 2009, as Indians debated institutional reform of their security forces in the wake of the previous year's Mumbai attacks, HRDAG issued a groundbreaking report about the human cost of suspending the rule of law during a violent counterinsurgency campaign in the Indian state of Punjab. Trips to and from Guatemala
HRDAG has been working with the Historic Archive of the National Police in Guatemala (hereafter, the Archive) for the past seven years. The Archive contains a treasure trove of data recorded and kept by the Guatemalan National Police over the past century. When the Archive was first discovered in 2005, researchers there immediately recognized both the value and fragility of the tens of millions of documents. As a result, they reached out to HRDAG, and we reached out to volunteers at Westat to devise a plan to estimate the contents of the entire Archive as quickly as possible in case the documents were destroyed or access to them was limited. ...
HRDAG Testifies in Hissène Habré Trial
Last week HRDAG’s executive director, Patrick Ball, served as an expert witness for the prosecution in the trial of Hissène Habré, the ruler of Chad from 1982 to 1990. The trial is taking place in Dakar, Senegal, where the 73-year-old Habré has been living since 1990 when he fled Chad. He has already been sentenced to death in absentia in Chad.
Habré is being charged with war crimes, crimes against humanity, and torture that took place during his eight-year reign. The trial is happening at the Extraordinary African Chambers, which was inaugurated by Senegal and the African Union to try Habré. This is the first time that one country has ...
