Hissène Habré's rule over the former French colony of Chad, from 1982 to 1990, was marked by numerous and credible allegations of systematic torture and crimes against humanity. Habré claims that he was not aware of violations committed by the Documentation and Security Directorate (DDS), the state security force that pursued political opponents and operated notorious prisons during his regime.
In January 2010, the Human Rights Data Analysis Group (HRDAG) released a new study showing that Habré was well informed of the hundreds of deaths that occurred in prisons operated by the DDS. The HRDAG report, State Coordinated Violence in Chad under ...
On November 4, 2015, the BMJ published our "Rapid Response" to Civilian deaths from weapons used in the Syrian conflict (BMJ 2015;351:h4736). The response was co-authored by Megan Price, Anita Gohdes, Jay Aronson (Carnegie Mellon University, Center for Human Rights Science), and Christopher McNaboe (Carter Center, Syria Conflict Mapping Project).
We have three concerns about this article. First, the article apportions responsibility for casualties to particular perpetrator organizations based on a single snapshot of territorial control that ignores the numerous (and well-documented) changes in this phenomenon over time. Second, combining Syrian ...
Algorithmic tools like PredPol were supposed to reduce bias. But HRDAG has found that racial bias is baked into the data used to train the tools.
(This post is co-authored by Patrick Ball and Kristian Lum.)
In early March, the Bureau of Justice Statistics published a report that estimated that in the period 2003-2009 and 2011, there were approximately 7427 homicides committed by police in the US. We responded that the method the analysts used, capture-recapture with two databases, is vulnerable to underestimation if the databases exhibit positive dependence. We conduct a thorough sensitivity analysis on the original independence model as applied to the police homicides databases. We used information from several other countries where our partners created multiple databases of homicides. We ...

Over the last year, HRDAG has deepened the national conversation about homicides by police, predictive policing software, and the role that bail plays in the criminal justice system. Our studies describe how the racial bias inherent in police practice becomes data input to predictive policing tools. In another project, we are shining light on the iniquities of bail decisions.

Valentina Rozo Ángel has worked with HRDAG and the Colombian Truth Commission to acknowledge victims of the 50-year conflict who are not visible or easily counted.
From 2010 to 2012, a series of reports by HRDAG researchers applied new statistical methodologies to investigate deaths and missing people in Colombia. A 2010 report released by HRDAG scientists Tamy Guberek, Daniel Guzmán, Megan Price, Kristian Lum, and Patrick Ball documented patterns of violence in the Colombian state of Casanare. HRDAG researchers used MSE to analyze killings and disappearances recorded in 15 datasets provided by judicial, government, security, forensic and civil society organizations. Matching cases that appeared in more than one dataset, HRDAG statisticians modeled the process by which violations were recorded and estimated the ...
If we could glean key missing information from those fields, we would be able to use more records.
During the violence in Timor-Leste in June 2006, armed gangs broke into the offices of the Commission for Reception, Truth and Reconciliation (CAVR) in Dili and stole their motorbikes.
The Human Rights Data Analysis Group, then at Benetech®, and other human rights observers wondered whether the mobs would soon return to loot the irreplaceable paper records used by the CAVR to compile their definitive report entitled "Chega!"
The Benetech Initiative contributed to the CAVR findings and released a separate statistical report (PDF) establishing that at least 102,800 (+/- 11,000) Timorese died as a result of human rights violations in Timor-Leste ...

HRDAG built a machine-learning tool to strip the raw data of any potentially identifying information such as names and court case numbers. There was no "acceptable error rate."
On October 23, 2018, Patrick Ball keynoted at the Open Source Summit in Edinburgh, Scotland.
Razan Zatouneh is an esteemed colleague of ours, and we are one of 57 organizations demanding immediate release for her and the three other human rights defenders still missing.
A year on, no information on Douma Four
The prominent Syrian human rights defenders Razan Zaitouneh, Samira Khalil, Wa’el Hamada and Nazem Hamadi – the Douma Four—remain missing a year after their abduction, 57 organizations said today. The four were abducted in Duma, a city near Damascus under the control of armed opposition groups. They should be released immediately, the groups said.
On 9 December 2013, at about 10:40 pm, a group of armed men stormed into the ...
