Using multiple system estimation, we estimate the total population of social movement leaders killed in Colombia during 2018.
In 2009, as Indians debated institutional reform of their security forces in the wake of the previous year's Mumbai attacks, HRDAG issued a groundbreaking report about the human cost of suspending the rule of law during a violent counterinsurgency campaign in the Indian state of Punjab. Together with our partner Ensaaf, HRDAG released findings that cast substantial doubt on the Indian government's past explanations and justifications for disappearances and extrajudicial killings during the height of the Punjab counterinsurgency in the early 1990s. Each violation was of a particular type, happened at a particular time and place, and was committed by zero, one, or several organizational perpetrators. The violation was committed against zero or one named (individually identified) victim, and zero or more anonymous (unidentified) additional victims. As the war between the guerrillas, the Army, and paramilitary groups in Colombia winds down, violence against social movement leaders has intensified. Using data from six organizations, this report estimates the total number of social movement leaders killed in 2016 and 2017. The perpetrators of the killings are not reported in the data or in the report.
In the report, we observe that together, the monitoring organizations documented 160 killings in 2016, and we estimate a total population of 166 deaths.[1] In 2017, there were 172 documented killings, and we estimate a total of 185 deaths.[2]

As noted on our Core Concepts page, we spend a lot of time worrying about the ways data are used to make claims about human rights violations. This is because inaccurate statistics can damage the credibility of human rights claims. Analyses of records of human rights violations are used to guide policy decisions, determine resource allocation for interventions, and inform transitional justice mechanisms. It is vital that such analyses are accurate.
Unfortunately, all too often these decisions are based, inappropriately, on analyses of a single convenience sample. (more…)
