I joined the Benetech Human Rights Program at essentially the same time that HRDAG did, coming to Benetech from years of analyzing data for large companies in the transportation, hospitality and retail industries. HRDAG has been working with the Historic Archive of the National Police in Guatemala (hereafter, the Archive) for the past seven years. The Archive contains a treasure trove of data recorded and kept by the Guatemalan National Police over the past century. When the Archive was first discovered in 2005, researchers there immediately recognized both the value and fragility of the tens of millions of documents. In early 2006 I joined the Historical Archive of the National Police (Archivo Histórico de la Policía Nacional, or AHPN) without knowing the impact it would have on my future. I started with cleaning, organizing and classifying documents—and learning, with other colleagues, what a historical archive is and how it works.

Covid-19 Research and Resources
HRDAG is identifying and interpreting the best science we can find to shed light on the global crisis brought on by the novel coronavirus, about which we still know so little. Right now, most of the data on the virus SARS-CoV-2 and Covid-19, the condition caused by the virus, are incomplete and unrepresentative, which means that there is a great deal of uncertainty. But making sense of imperfect datasets is what we do. HRDAG is contributing to a better understanding with explainers, essays, and original research, and we are highlighting trustworthy resources for those who want to dig deeper.

I have made it my personal objective to amplify HRDAG's message of being extra careful and scientifically rigorous with human rights data.
Convenience Samples: What they are, and what they should (and should not) be used for
As noted on our Core Concepts page, we spend a lot of time worrying about the ways data are used to make claims about human rights violations. This is because inaccurate statistics can damage the credibility of human rights claims. Analyses of records of human rights violations are used to guide policy decisions, determine resource allocation for interventions, and inform transitional justice mechanisms. It is vital that such analyses are accurate.
Unfortunately, all too often these decisions are based, inappropriately, on analyses of a single convenience sample. (more…)
Sierra Leone
Following a brutal 11-year civil war, the Parliament of Sierra Leone called for a Truth and Reconciliation Commission (TRC) to create "an impartial, historical record of the conflict", and "address impunity; respond to the needs of victims; promote healing and reconciliation; and prevent a repetition of the violations and abuses suffered." How we go about estimating casualties in Syria—Part 1
I spent the two weeks over Easter working with Patrick and Megan in San Francisco, trying to figure out a strategy of how best to estimate the number of casualties the Syrian civil war has claimed in the past two years. In January, HRDAG published a report on the number of fully identified casualties reported in the Syrian Arab Republic between March 2011 and November 2012. The number of de-duplicated records of killings for this period was 59,648, a number that is likely to be an undercount since we know that many incidences of lethal violence in conflict go unreported, and that the unreported cases are not missing at random. Ten Years and Counting in Guatemala
We have accomplished so much in the last 10 years at the Historical Archive of the National Police. And yet, despite the efforts, dedication, and commitment of each person who since 2006 has worked in the AHPN, we still can not say “mission accomplished.”
In 10 years the environment at the Archive has changed so much and become so full of life. Where the building once sheltered unknown stories, over time some of those stories have been revealed. But Guatemala has a long way to go in letting the world get to know more deeply about the secrets within the documents stored there.

UN Raises Estimate of Dead in Syrian Conflict to 191,000
Nick Cumming-Bruce of the New York Times writes about the UN Office of the High Commissioner of Human Right's release of HRDAG's third report on reported killings in the Syrian conflict.
