Celebrating Ten Years of Data from the AHPN

Ten years ago, in July 2005, human rights officers stumbled upon a nondescript warehouse in a commercial zone of Guatemala City and changed history. They had discovered an archive–its existence kept secret–belonging to the Guatemalan National Police, whose officers committed human rights atrocities on behalf of the government during the civil war. Inside the building was the bureaucratic detritus typical of a large government agency: 80 million pages detailing shifts worked, tasks assigned, assignments fulfilled, workers’ whereabouts, and who was supervising whom. The documents, which were found stacked on dirty floors, shoved into bags, ...

Core Concepts

Inaccurate statistics can damage the credibility of human rights claims—and that's why we strive to ensure that statistics about human rights violations are generated with as much rigor and are as scientifically accurate as possible. But, what are the pitfalls leading to inaccuracy—when, where, and how do data become compromised? How are patterns biased by having only partial data? And what are the best scientific methods for collecting, managing, processing and analyzing data? Here are the data pitfalls that HRDAG has identified, as well as some of our approaches for meeting these challenges. We believe that human rights researchers must take ...

El Salvador

Some of the earliest large-scale human rights information projects happened in El Salvador. One was developed by Patrick Ball at the Salvadoran non-governmental Human Rights Commission, also known as Comision de Derechos Humanos de El Salvador (CDHES-ng). Between 1977 and 1990, more than 9,000 testimonies were taken in an effort to document the nature and scope of the bloody conflict between the army and the Farabundo Marti National Liberation Front (FMLN). Starting in 1991, Patrick worked with CDHES staff to organize the information in an early computer database. They linked reported human rights violations with the career structures of individual ...

How many police homicides in the US? A reconsideration

(This post is co-authored by Patrick Ball and Kristian Lum.) In early March, the Bureau of Justice Statistics published a report that estimated that in the period 2003-2009 and 2011, there were approximately 7427 homicides committed by police in the US. We responded that the method the analysts used, capture-recapture with two databases, is vulnerable to underestimation if the databases exhibit positive dependence. We conduct a thorough sensitivity analysis on the original independence model as applied to the police homicides databases. We used information from several other countries where our partners created multiple databases of homicides. We ...

Timor-Leste Op-Ed

Defending Human Rights Data And The Possibility of Justice In East Timor By Patrick Ball and Romesh Silva On June 5th, armed gangs broke into the offices of the Commission for Reception, Truth and Reconciliation (CAVR) in Dili, East Timor and stole their motorbikes. Many human rights workers wondered whether the mobs would soon return to loot the irreplaceable paper records used by the CAVR to compile a definitive report on human rights abuses during the Indonesian occupation of East Timor from 1975-1999. The release of this report was preempted by the recent violence in Dili. But in the midst of the chaos, Australian military forces stepped in to ...

Casanare, Colombia

Estimates of Killings and Disappearances in Casanare Casanare is a large, rural department or state in Colombia that includes 19 municipalities and a population of almost 300,000 inhabitants. Located in the foothills of the Andes and on the eastern plains, Casanare has a history of violence. Multiple armed groups have operated in Casanare including paramilitaries, guerillas and the Colombian military. Many Casanare citizens have suffered violent deaths and disappearances. But how many people have been killed or disappeared? For reasons of policy, accountability and historical clarification, this question deserves a valid answer. In February ...

The case of Ana Lucrecia Orellana Stormont

When working with documents in an archive, every document offers the opportunity for statistical study and quantitative research. But a document can also offer the discovery of a story. That is the case with the disappearance of Ana Lucrecia Orellana Stormont, who was reported missing on June 6, 1983, at the age of 35. Ana Lucrecia, a professor of psychology at the University of San Carlos, was scheduled to attend a meeting with Edgar RaĂșl Rivas RodrĂguez at the Plaza Hotel in Guatemala’s capital city. Edgar, who also went missing, was a teacher at the School of Political Science at the University. (Ana Lucrecia’s case is explained more fully ...
