Reflections: Minding the Gap

How might we learn what we don’t know? HRDAG associate Christine Grillo hits the wayback machine and recalls her first exposure to People Against Bad Things, ideas about bias and correlation versus causation, and truth.

Release of Yellow Book Calls on Salvadoran Military to Open Archives

With the release today of a civil war-era catalog of “enemies,” Salvadorans are calling for a new look at the 12-year civil war during which hundreds of citizens were victims of human rights violations such as torture, forced disappearance, and illegal imprisonment. The recently leaked document, known as The Yellow Book, is a list created and (more…)

Multiple Systems Estimation: Does it Really Work?

<< Previous post, MSE: Stratification and Estimation Q15. Are there other MSE models one might use with human rights data? Q16. Is it possible to use MSE to model non-lethal human rights violations? Q17. I am concerned about using MSE with my data, because the datasets were gathered by opposing organizations. Victims who were reported to an NGO were very unlikely to be reported to state sources, but also very likely to be reported to religious organizations. Won't that cause the overlaps between the NGO list and the state list to be artificially low, and the overlaps between the NGO list and the church list to be artificially high? Does ...

Building Capacity in Colombia: Truth and Reconciliation

The datasets contributed by 30+ organizations do a wonderful job of tallying the violence that was observed—but they don’t account for the violence that nobody witnessed or documented.

Tchad – Reportage Photo

Estimating the Number of SARS-CoV-2 Infections and the Impact of Mitigation Policies

This Harvard Data Science Review article uses the least unreliable source of pandemic data: reported deaths.

Why Collecting Data In Conflict Zones Is Invaluable—And Nearly Impossible

HRDAG's work in Kosovo and in the Guatemalan trial of General José Efraín Ríos Montt is discussed in this article. Megan Price, HRDAG's director of research, is quoted. “There is a wide variety of things that could be considered data,” she says. From the story: Price’s main data analysis tool requires fitting a model to the data that ends up in her lap. That way, she can see whether there are gaps in the data and what more needs to be included. The method, called multiple systems estimation analysis, lets Price look at patterns across lists of data, for example, lists of victims. The resulting model reveals how much data is missing, to a ...

Rapid response to: Civilian deaths from weapons used in the Syrian conflict

On November 4, 2015, the BMJ published our "Rapid Response" to Civilian deaths from weapons used in the Syrian conflict (BMJ 2015;351:h4736). The response was co-authored by Megan Price, Anita Gohdes, Jay Aronson (Carnegie Mellon University, Center for Human Rights Science), and Christopher McNaboe (Carter Center, Syria Conflict Mapping Project). We have three concerns about this article. First, the article apportions responsibility for casualties to particular perpetrator organizations based on a single snapshot of territorial control that ignores the numerous (and well-documented) changes in this phenomenon over time. Second, combining Syrian ...

Press Release, Timor-Leste, February 2006

SILICON VALLEY GROUP USES TECHNOLOGY TO HELP THE TRUTH COMMISSION ANSWER DISPUTED QUESTIONS ABOUT MASSIVE POLITICAL VIOLENCE IN TIMOR-LESTE Palo Alto, CA, February 9, 2006 – The Benetech® Initiative today released a statistical report detailing widespread and systematic violations in Timor-Leste during the period 1974-1999. Benetech's statistical analysis establishes that at least 102,800 (+/- 11,000) Timorese died as a result of the conflict. Approximately 18,600 (+/- 1000) Timorese were killed or disappeared, while the remainder died due to hunger and illness in excess of what would be expected due to peacetime mortality. The magnitude of deaths ...

Covid-19 Research and Resources

HRDAG is identifying and interpreting the best science we can find to shed light on the global crisis brought on by the novel coronavirus, about which we still know so little. Right now, most of the data on the virus SARS-CoV-2 and Covid-19, the condition caused by the virus, are incomplete and unrepresentative, which means that there is a great deal of uncertainty. But making sense of imperfect datasets is what we do. HRDAG is contributing to a better understanding with explainers, essays, and original research, and we are highlighting trustworthy resources for those who want to dig deeper. The task is a quantum of workflow

This post describes how we organize our work over ten years, twenty analysts, dozens of countries, and hundreds of projects: we start with a task. A task is a single chunk of work, a quantum of workflow. Each task is self-contained and self-documenting; I'll talk about these ideas at length below. We try to keep each task as small as possible, which makes it easy to understand what the task is doing, and how to test whether the results are correct. In the example I'll describe here, I'm going to describe work from our Syria database matching project, which includes about 100 tasks. I'll start with the first thing we do with files we receive ...

Liberian TRC Data and Data Dictionary

The files linked on this page contain the data used in the calculations presented in Benetech's report to the Liberian Truth and Reconciliation Commission entitled "Descriptive Statistics From Statements to the Liberian Truth and Reconciliation Commission." In accordance with Benetech's Memorandum of Understanding with the TRC, these data are published on the Internet so that others can use the material to replicate our findings and continue research on past human rights violations in Liberia. In order to protect the privacy of the people who suffered, the information in the files below contains no personal identifying information about the victims or ...

In Colombia: HRDAG and Dejusticia on the Importance of Missing Data

It’s inevitable that databases will have information gaps, and special care must be taken to account for these gaps.

Making Missing Data Visible in Colombia

Valentina Rozo Ángel has worked with HRDAG and the Colombian Truth Commission to acknowledge victims of the 50-year conflict who are not visible or easily counted.

Multiple Systems Estimation: The Matching Process

<<Previous post: Collection, Cleaning, and Canonicalization of Data Q8. What do you mean by "overlap," and why are overlaps important? Q9. [In depth] Why is automated matching so important, and what process do you use to match records?  Q8. What do you mean by "overlap," and why are overlaps important? MSE estimates the total number of violations by comparing the size of the overlap(s) between lists of human rights violations to the sizes of the lists themselves. By "overlap," we mean the set of incidents, such as deaths, that appear on more than one list of human rights violations. Accurately and efficiently identifying overlaps between ...
