Lessons at HRDAG: Making More Syrian Records Usable

If we could glean key missing information from those fields, we would be able to use more records.

Kosovo

During the conflict between NATO and Yugoslavia in early 1999, hundreds of thousands of people fled Kosovo, and thousands more were killed. Who were the perpetrators? Statistical analysis helped answer this question. While at the American Association for the Advancement of Science (AAAS), members of the HRDAG team wrote several reports on the conflict. With partners at ABA CEELI (American Bar Association/Central European and Eurasian Law Initiative), HRDAG submitted an expert report that was used in the trial of former Yugoslav president Slobodan Milošević at the  ICTY (International Criminal Tribunal for the Former Yugoslavia) in The  Hague, ...

Building Capacity in Colombia: Truth and Reconciliation

The datasets contributed by 30+ organizations do a wonderful job of tallying the violence that was observed—but they don’t account for the violence that nobody witnessed or documented.

How many police homicides in the US? A reconsideration

(This post is co-authored by Patrick Ball and Kristian Lum.) In early March, the Bureau of Justice Statistics published a report that estimated that in the period 2003-2009 and 2011, there were approximately 7427 homicides committed by police in the US. We responded that the method the analysts used, capture-recapture with two databases, is vulnerable to underestimation if the databases exhibit positive dependence. We conduct a thorough sensitivity analysis on the original independence model as applied to the police homicides databases. We used information from several other countries where our partners created multiple databases of homicides. We ...

HRDAG Analysis Supports Efforts to Hold Salvadoran Commanders Accountable for 1989 Jesuit Massacre

Almost a quarter century ago, on November 16, 1989, six Jesuit scholars, their housekeeper and her 15-year-old daughter were massacred inside the University of Central America (UCA) in San Salvador, El Salvador. Their chief target was the rector of the country’s leading university. The murders were carried out by members of the elite Atlacatl Battalion, acting on the direct orders of the highest-ranking members of the Salvadoran military. The United Nations–sponsored Truth Commission for El Salvador found that members of the Salvadoran military's high command “gave...the order to kill Father Ignacio Ellacuría and to leave no witnesses.” ...

Timor-Leste Op-Ed

Defending Human Rights Data And The Possibility of Justice In East Timor By Patrick Ball and Romesh Silva On June 5th, armed gangs broke into the offices of the Commission for Reception, Truth and Reconciliation (CAVR) in Dili, East Timor and stole their motorbikes. Many human rights workers wondered whether the mobs would soon return to loot the irreplaceable paper records used by the CAVR to compile a definitive report on human rights abuses during the Indonesian occupation of East Timor from 1975-1999. The release of this report was preempted by the recent violence in Dili. But in the midst of the chaos, Australian military forces stepped in to ...

Updated Casualty Count for Syria

Today the United Nations Office of the High Commissioner for Human Rights (OHCHR) released an HRDAG-prepared report that describes and tallies documented killings in the Syrian Arab Republic from the beginning of the conflict in March 2011 through April 2014. (The report is here.) This is our third report for the UN on the Syrian conflict, and it is an update of work we published in January 2013 and June 2013. The report, Updated Statistical Analysis of Documentation of Killings in the Syrian Arab Republic, concludes that approximately 191,000 identifiable victims have been reported in the period covered (March 2011 – April 2014). In Colombia: HRDAG and Dejusticia on the Importance of Missing Data

It’s inevitable that databases will have information gaps, and special care must be taken to account for these gaps.

Making Missing Data Visible in Colombia

Valentina Rozo Ángel has worked with HRDAG and the Colombian Truth Commission to acknowledge victims of the 50-year conflict who are not visible or easily counted.

Lessons at HRDAG: Holding Public Institutions Accountable

Principled Data Processing is a way to prove to someone, usually yourself, that what you did was right.

Our work has been used by truth commissions, international criminal tribunals, and non-governmental human rights organizations. We have worked with partners on projects on five continents.
