In December 2006, Human Rights Watch (HRW) issued a report documenting torture and unlawful killings committed by Bangladesh's Rapid Action Battalion (RAB), an elite anti-crime and anti-terrorism force. In 2001, President Alejandro Toledo, called for the establishment of the Comision de la Verdad y Reconciliacion (CVR) (Truth and Reconciliation Commission) to investigate human rights abuses in PerĂș between 1980 and 2000. Dr. Patrick Ball was invited to work with the Commission to evaluate the CVR technical work and make recommendations on the information management process and analytic strategies. HRDAG consultant Jana Asher worked with Dr. Ball and CVR staff members David Sulmont (Director Informations Systems) and Daniel Manrique (Database Expert) to present evidence of the violations in a report to the CVR.

Ten years after the war ended in Sri Lanka, we still donât know to the nearest ten thousand how many people perished. The estimates for the death toll for the last five months of the war alone vary between 7000 and 147,000. In 2011, the UN said it thought approximately 40,000 civilians had died; then in 2012 an internal UN report estimated it was at least 70,000. Population data from World Bank and UN sources indicated that more than 100,000 Tamils living in the conflict areas in the north have not returned home after the war.

I spent the two weeks over Easter working with Patrick and Megan in San Francisco, trying to figure out a strategy of how best to estimate the number of casualties the Syrian civil war has claimed in the past two years. In January, HRDAG published a report on the number of fully identified casualties reported in the Syrian Arab Republic between March 2011 and November 2012. The number of de-duplicated records of killings for this period was 59,648, a number that is likely to be an undercount since we know that many incidences of lethal violence in conflict go unreported, and that the unreported cases are not missing at random. Patrick Ball, director of research at the Human Rights Data Analysis Group, and a statistician who has conducted similar estimates of violent deaths in conflicts in other regions, said the study was strong and well reasoned. But he cautioned that the authors may have underestimated the amount of uncertainty caused by the ongoing conflict.
The authors used different variations of mathematical models in their calculations, but Dr. Ball said that rather than presenting a single figure â 64,260 deaths â as the estimate, it may have been more appropriate to present the number of deaths as a range from 47,457 to 88,332 deaths, a span that encompasses all of the estimates produced by modeling the overlap among the three lists.
âItâs really hard to do this kind of thing in the middle of a conflict,â Dr. Ball said. âIt takes time, and it takes access. I think you could say the range is larger, and that would be plausible.â
The Washington Post’s Paul Schemm recognized HRDAG’s work in Syria, in the category of research and activism. “HRDAG gained renown at the start of the war, when it was one of the few organizations that tried to put a number on the warâs enormous toll in Syrian lives.”
Kristian Lum, the lead statistician at the Human Rights Data Analysis Group, and an expert on algorithmic bias, said she hoped Stanfordâs stumble made the institution think more deeply about representation.
âThis type of oversight makes me worried that their stated commitment to the other important values and goals â like taking seriously creating AI to serve the âcollective needs of humanityâ â is also empty PR spin and this will be nothing more than a vanity project for those attached to it,â she wrote in an email.
