Patrick Ball Honored as New ASA Fellow
We’re very happy to announce that our executive director, Patrick Ball, has been elected as a Fellow of the American Statistical Association (ASA), as announced by ASA President Nathaniel Schenker. Patrick is one of 63 new ASA Fellows to be honored this year in a ceremony at the Joint Statistical Meetings, which will take place this August 5 in Boston, Massachusetts. (more…)

From my first introduction to the HRDAG community at the annual retreat it was clear to me that mentorship is an organizational priority and that the contributions of interns are valued. Much of my first couple weeks as a summer intern at HRDAG were spent familiarizing myself with Patrick’s paradigm for principled data processing. Calculating US police killings using methodologies from war-crimes trials
Cory Doctorow of Boing Boing writes about HRDAG director of research Patrick Ball’s article “Violence in Blue,” published March 4 in Granta. From the post: “In a must-read article in Granta, Ball explains the fundamentals of statistical estimation, and then applies these techniques to US police killings, merging data-sets from the police and the press to arrive at an estimate of the knowable US police homicides (about 1,250/year) and the true total (about 1,500/year). That means that of all the killings by strangers in the USA, one third are committed by the police.”

It took me a while to realize I had become part of the HRDAG incubator—at least that’s what it felt like to me—for young data analysts who wanted to use statistical knowledge to make a real impact on human rights debates.

IRR: Agreement Among Coders is Key
For years I have been engaged in a quantitative study at Guatemala’s Historic Archive of the National Police, or AHPN. (See the blogposts below.) In this study coders collect data on sheets of paper according to criteria established and explained in manuals. But when collecting data, there’s always room for human error—this is why the validity of the study hinges on verifying that coders use the correct criteria.

How Structuring Data Unburies Critical Louisiana Police Misconduct Data
In Orleans Parish, Louisiana, home of New Orleans, 78 percent of wrongful convictions have been linked to a police officer’s failure to share exculpatory evidence with the defense. This is a rate more than double the national average.But while these actions, or any misconduct, by law enforcement personnel may be recorded officially, the data may be difficult to use or find.
