At Toronto’s Tamil Fest, human rights group seeks data on Sri Lanka’s civil war casualties

Earlier this year, the Canadian Tamil Congress connected with HRDAG to bring its campaign to Toronto’s annual Tamil Fest, one of the largest gatherings of Canada’s Sri Lankan diaspora.

Ravichandradeva, along with a few other volunteers, spent the weekend speaking with festival-goers in Scarborough about the project and encouraging them to come forward with information about deceased or missing loved ones and friends.

“The idea is to collect thorough, scientifically rigorous numbers on the total casualties in the war and present them as a non-partisan, independent organization,” said Michelle Dukich, a data consultant with HRDAG.

Today we celebrate the 65th anniversary of the Universal Declaration of Human Rights, which was adopted by the UN General Assembly on 10 December 1948. At HRDAG, we are non-partisan: we do not favor any party or government in conflicts. But we are not neutral: we are always in favor of human rights. How we go about estimating casualties in Syria—Part 1

I spent the two weeks over Easter working with Patrick and Megan in San Francisco, trying to figure out a strategy of how best to estimate the number of casualties the Syrian civil war has claimed in the past two years. In January, HRDAG published a report on the number of fully identified casualties reported in the Syrian Arab Republic between March 2011 and November 2012. The number of de-duplicated records of killings for this period was 59,648, a number that is likely to be an undercount since we know that many incidences of lethal violence in conflict go unreported, and that the unreported cases are not missing at random. Propelled by the impact of data analysis in El Salvador, Patrick Ball applied his WDWTW model to human rights information in other countries. Throughout the 1990’s, Ball worked at the American Association for the Advancement of Science (AAAS) analyzing large-scale human rights violations in Ethiopia, South Africa, Haiti and Guatemala. Together with senior scientific colleagues, including statistician Dr. Herb Spirer, Ball developed new methods for analyzing state-sanctioned violence.
