“In 2016, two researchers, the statistician Kristian Lum and the political scientist William Isaac, set out to measure the bias in predictive policing algorithms. They chose as their example a program called PredPol. … Lum and Isaac faced a conundrum: if official data on crimes is biased, how can you test a crime prediction model? To solve this technique, they turned to a technique used in statistics and machine learning called the synthetic population.”

I began working with HRDAG in the summer of 2001 before it was ever even called HRDAG. In fact, not intended as a boast, I think I’m responsible for coming up with the name. After contracting with Dr. Patrick Ball for a time writing the Analyzer data management platform, I left New York City and joined him in Washington, DC, at AAAS in 2002. We recently learned about an article by Dr Nafeez Ahmed that criticizes the methods and conclusions of the Iraq Body Count (IBC) and the work of Professor Michael Spagat. Dr Ahmed cites our work extensively in support of his arguments, so we think it’s useful for us to reply.
We welcome Dr Ahmed’s summary of various points of scientific debate about mortality due to violence, specifically in Iraq and Colombia. We think these are very important questions for the analysis of data about violent conflict, and indeed, about data analysis more generally. Historic verdict in Guatemala—Gen.Efraín Ríos Montt found guilty
I've been working with various projects in Guatemala to document mass violence since 1993, so in 2011, when Claudia Paz y Paz asked me to revisit the analysis I did for the Commission for Historical Clarification examining the differential mortality rates due to homicide for indigenous and non-indigenous people in the Ixil region, I was delighted. We have far better data processing and statistical methods than we had in 1998, plus much more data. I think the resulting analysis is a conservative lower bound on total homicides of indigenous people. (more…)

R programming language demands the right use case
Megan Price, director of research, is quoted in this story about the R programming language. "Serious data analysis is not something you're going to do using a mouse and drop-down boxes," said HRDAG's director of research Megan Price. "It's the kind of thing you're going to do getting close to the data, getting close to the code and writing some of it yourself."

Reflections: A Meaningful Partnership between HRDAG and Benetech
I joined the Benetech Human Rights Program at essentially the same time that HRDAG did, coming to Benetech from years of analyzing data for large companies in the transportation, hospitality and retail industries. But the data that HRDAG dealt with was not like the data I was familiar with, and I was fascinated to learn about how they used the data to determine "who did what to whom." Although some of the methodologies were similar to what I had experience with in the for-profit sector, the goals and beneficiaries of the analyses were very different.
