A geeky deep-dive: database deduplication to identify victims of human rights violations

In our work, we merge many databases to figure out how many people have been killed in violent conflict. Merging is a lot harder than you might think. Many of the database records refer to the same people--the records are duplicated. We want to identify and link all the records that refer to the same victims so that each victim is counted only once, and so that we can use the structure of overlapping records to do multiple systems estimation. Merging records that refer to the same person is called entity resolution, database deduplication, or record linkage. Wilkerson was speaking at the inaugural Conference on Fairness, Accountability, and Transparency, a gathering of academics and policymakers working to make the algorithms that govern growing swaths of our lives more just. The woman who’d invited him there was Kristian Lum, the 34-year-old lead statistician at the Human Rights Data Analysis Group, a San Francisco-based non-profit that has spent more than two decades applying advanced statistical models to expose human rights violations around the world. For the past three years, Lum has deployed those methods to tackle an issue closer to home: the growing use of machine learning tools in America’s criminal justice system.

Why raw data doesn't support analysis of violence

This morning I got a query from a journalist asking for our data from the report we published yesterday. The journalist was hoping to create an interactive infographic to track the number of deaths in the Syrian conflict over time. Our data would not support an analysis like the one proposed, so I wrote this reply. We can't send you these data because they would be misleading—seriously misleading—for the purpose you describe. Multiple Systems Estimation: The Basics

Multiple systems estimation, or MSE, is a family of techniques for statistical inference. MSE uses the overlaps between several incomplete lists of human rights violations to determine the total number of violations. Transitional Justice in Syria: Accountability and Reconciliation Conference

I spent last weekend in Istanbul at an excellent conference organized by the Syrian Center for Political and Strategic Studies (SCPSS). The conference included numerous non-governmental organizations (NGOs) from Syria as well as international human rights researchers and advocates. Families of victims told their stories, data collection groups discussed the challenges, and need, to document violations, transitional justice experts worried about infrastructure such as the police force and judicial system, and local leaders pledged to work together for peace. Welcoming our new Technical Lead

After almost two months of searching for the perfect fit, we’re very pleased to announce that Josh Shadlen has joined HRDAG as our new technical lead. Finding Josh was no easy feat. We were looking for what many people would call a “data scientist,” that is, someone with expertise in both computer science and statistics. HRDAG and Amnesty International: Prison Mortality in Syria

Today Amnesty International released “‘It breaks the human’: Torture, disease and death in Syria’s prisons ,” a report detailing the conditions and mortality in Syrian prisons from 2011 to 2015, including data analysis conducted by HRDAG. The report provides harrowing accounts of ill treatment of detainees in Syrian prisons since the conflict erupted in March 2011, and publishes HRDAG’s estimate of the number of killings that occurred inside the prisons.
