In early March, the Bureau of Justice Statistics published a report that estimated that in the period 2003-2009 and 2011, there were approximately 7427 homicides committed by police in the US. We responded that the method the analysts used, capture-recapture with two databases, is vulnerable to underestimation if the databases exhibit positive dependence. Multiple systems estimation, or MSE, is a family of techniques for statistical inference. MSE uses the overlaps between several incomplete lists of human rights violations to determine the total number of violations. Wilkerson was speaking at the inaugural Conference on Fairness, Accountability, and Transparency, a gathering of academics and policymakers working to make the algorithms that govern growing swaths of our lives more just. The woman who’d invited him there was Kristian Lum, the 34-year-old lead statistician at the Human Rights Data Analysis Group, a San Francisco-based non-profit that has spent more than two decades applying advanced statistical models to expose human rights violations around the world. For the past three years, Lum has deployed those methods to tackle an issue closer to home: the growing use of machine learning tools in America’s criminal justice system.

Today Amnesty International released “‘It breaks the human’: Torture, disease and death in Syria’s prisons ,” a report detailing the conditions and mortality in Syrian prisons from 2011 to 2015, including data analysis conducted by HRDAG.
The report provides harrowing accounts of ill treatment of detainees in Syrian prisons since the conflict erupted in March 2011, and publishes HRDAG’s estimate of the number of killings that occurred inside the prisons.

In 1984, as a fresh PhD, I heard Richard Savage give his presidential address at the Joint Statistical Meetings in Philadelphia. He called it "Hard/Soft Problems" and made a big pitch for statisticians to get involved in human rights data analysis. It was inspirational, and I was immediately sold.
