BJS Report on Arrest-Related Deaths: True Number Likely Much Greater

Today the Bureau of Justice Statistics (BJS) released a report on their effort to document “all deaths that occur during the process of arrest in the United States.” The analysis estimates that the Arrest-Related Deaths (ARD) program covers only 34-49% of these deaths. A parallel program by the FBI (the Supplementary Homicide Reports, SHR) is estimated to cover approximately the same proportion of deaths. Even taking into consideration both programs, 28% of all police homicides remain unreported.

Quantitative Research at the AHPN Guatemala
In early 2006 I joined the Historical Archive of the National Police (Archivo Histórico de la Policía Nacional, or AHPN) without knowing the impact it would have on my future. I started with cleaning, organizing and classifying documents—and learning, with other colleagues, what a historical archive is and how it works.
By April of that year, parallel to these learning processes, I was selected along with 20 other people to begin work on the challenging Quantitative Research project. I started as a "coder," transferring key content from documents into a database. (more…)
IRR: Agreement Among Coders is Key
For years I have been engaged in a quantitative study at Guatemala’s Historic Archive of the National Police, or AHPN. (See the blogposts below.) In this study coders collect data on sheets of paper according to criteria established and explained in manuals. But when collecting data, there’s always room for human error—this is why the validity of the study hinges on verifying that coders use the correct criteria.

Updated Casualty Count for Syria
Today the United Nations Office of the High Commissioner for Human Rights (OHCHR) released an HRDAG-prepared report that describes and tallies documented killings in the Syrian Arab Republic from the beginning of the conflict in March 2011 through April 2014. (The report is here.) This is our third report for the UN on the Syrian conflict, and it is an update of work we published in January 2013 and June 2013.
The report, Updated Statistical Analysis of Documentation of Killings in the Syrian Arab Republic, concludes that approximately 191,000 identifiable victims have been reported in the period covered (March 2011 – April 2014). (more…)

Colombia 2010-2012 – Advancing Methods to Count Deaths and Missing People
From 2010 to 2012, a series of reports by HRDAG researchers applied new statistical methodologies to investigate deaths and missing people in Colombia. A 2010 report released by HRDAG scientists Tamy Guberek, Daniel Guzmán, Megan Price, Kristian Lum, and Patrick Ball documented patterns of violence in the Colombian state of Casanare. HRDAG researchers used MSE to analyze killings and disappearances recorded in 15 datasets provided by judicial, government, security, forensic and civil society organizations. Reflections: A Meaningful Partnership between HRDAG and Benetech
I joined the Benetech Human Rights Program at essentially the same time that HRDAG did, coming to Benetech from years of analyzing data for large companies in the transportation, hospitality and retail industries. But the data that HRDAG dealt with was not like the data I was familiar with, and I was fascinated to learn about how they used the data to determine "who did what to whom." Judges in Habré Trial Cite HRDAG Analysis
Three months after the announcement of the momentous verdict finding former Chadian president Hissène Habré guilty of crimes against humanity, the presiding judges have released the full, written 681-page judgment of the court. Testimony given by HRDAG’s director of research, Patrick Ball, is mentioned at three points in the verdict.
