Quantifying Injustice

“In 2016, two researchers, the statistician Kristian Lum and the political scientist William Isaac, set out to measure the bias in predictive policing algorithms. They chose as their example a program called PredPol.  … Lum and Isaac faced a conundrum: if official data on crimes is biased, how can you test a crime prediction model? To solve this technique, they turned to a technique used in statistics and machine learning called the synthetic population.”

Perú

In 2001, President Alejandro Toledo, called for the establishment of the Comision de la Verdad y Reconciliacion (CVR) (Truth and Reconciliation Commission) to investigate human rights abuses in Perú between 1980 and 2000. Dr. Patrick Ball was invited to work with the Commission to evaluate the CVR technical work and make recommendations on the information management process and analytic strategies. Kosovo

During the conflict between NATO and Yugoslavia in early 1999, hundreds of thousands of people fled Kosovo, and thousands more were killed. Who were the perpetrators? Collaboration between the Colombian Truth Commission, the Special Jurisdiction for Peace, and HRDAG (Dataset)

The Colombian Truth Commission (CEV), the Special Jurisdiction for Peace (JEP), and the Human Rights Data Analysis Group (HRDAG) have worked together to integrate data and calculate statistical estimates of the number of victims of the armed conflict, including homicides, forced disappearances, kidnapping, and the recruitment of child soldiers. Data are available through National Administrative Department of Statistics (DANE), the Truth Commission, and GitHub. Published in 2023.

Protecting the Privacy of Whistle-Blowers: The Staten Island Files

Mexico

HRDAG and our partners Data Cívica and the Iberoamericana University created a machine-learning model to predict which counties (municipios) in Mexico have the highest probability of unreported hidden graves. The predictions help advocates to bring public attention and government resources to search for the disappeared in the places where they are most likely to be found. HRDAG Drops Dropbox

On Wednesday, April 9, the file hosting service Dropbox announced the addition of Condoleezza Rice, former U.S. National Security Advisor and Secretary of State, to their Board of Directors, citing the need for “a leader who could help us expand our global footprint.” In response to this announcement, HRDAG requested (and rapidly received) a refund for our recent purchase of Dropbox for Business, and will drop the use of their service entirely. Estimated Gaza Toll May Have Missed 25,000 Deaths, Study Says

Patrick Ball, director of research at the Human Rights Data Analysis Group, and a statistician who has conducted similar estimates of violent deaths in conflicts in other regions, said the study was strong and well reasoned. But he cautioned that the authors may have underestimated the amount of uncertainty caused by the ongoing conflict.

The authors used different variations of mathematical models in their calculations, but Dr. Ball said that rather than presenting a single figure — 64,260 deaths — as the estimate, it may have been more appropriate to present the number of deaths as a range from 47,457 to 88,332 deaths, a span that encompasses all of the estimates produced by modeling the overlap among the three lists.

“It’s really hard to do this kind of thing in the middle of a conflict,” Dr. Ball said. “It takes time, and it takes access. I think you could say the range is larger, and that would be plausible.”
