HRDAG is helping the Invisible Institute turn their windfall of raw data about police misconduct into data that can be analyzed.

Data Archaeology for Human Rights in Central America: HRDAG Collaborates with UWCHR

Patrick Ball is kicking himself for a decision he made almost 25 years ago. “I was clever, but I wasn’t smart,” he says ruefully, as he considers the labyrinth of tables and ASCII-encoded keystrings he used to design a database of human rights violations for the pioneering Salvadoran non-governmental Human Rights Commission (CDHES). Now I’m sitting in his office in San Francisco’s Mission District watching over his shoulder, and trying to keep up, as he bangs out code to decipher the priceless data contained in these old files. Created in 1991 and 1992, during the last days of El Salvador’s internal armed conflict, the files detail ...

How we make sure that nobody is counted twice: A peek into HRDAG's record de-duplication

HRDAG is currently evaluating the quality and completeness of the Kosovo Memory Book of the Humanitarian Law Center (HLC) in Belgrade, Serbia. The objective of the Kosovo Memory Book (KMB) is to commemorate every single person who fell victim to armed conflict in Kosovo from 1998 to 2000, either through death or disappearance. While building and reviewing their database, one of the things that HLC has to do is “record linkage,” a process also known as “matching.” Matching determines whether two records are the same people (“a match”) or different people (“a non-match”). Matching helps to identify whether two existing records refer ...

Colombia

How many social movement leaders have been killed in Colombia? An estimate and analysis

As the war between the guerrillas, the Army, and paramilitary groups in Colombia winds down, violence against social movement leaders has intensified. Using data from six organizations, this report estimates the total number of social movement leaders killed in 2016 and 2017. The perpetrators of the killings are not reported in the data or in the report. In the report, we observe that together, the monitoring organizations documented 160 killings in 2016, and we estimate a total population of 166 deaths.[1] In 2017, there were 172 documented killings, and we estimate a total of 185 deaths.[2] From this, we conclude that the number of killings is ...

Multiple Systems Estimation: Stratification and Estimation

<< Previous post, MSE: The Matching Process Q10. What is stratification? Q11. [In depth] How do HRDAG analysts approach stratification, and why is it important? Q12. How does MSE find the total number of violations? Q13. [In depth] What are the assumptions of two-system MSE (capture-recapture)? Why are they not necessary with three or more systems? Q14. What statistical model(s) does HRDAG typically use to calculate MSE estimates? (more…)

Frequently Asked Questions

Multiple Systems Estimation What is MSE?  What do you mean by statistical inference?  What is an overlap, and how do we know when lists overlap?   How does MSE find the total number of violations?  How was MSE originally developed?  How does the Benetech Human Rights Program use MSE?    1. What is MSE? A: Multiple Systems Estimation, or MSE, is a family of techniques for statistical inference. MSE uses the overlaps between several incomplete lists of human rights violations to determine the total number of violations. Return to Top 2. What do you mean by statistical inference? A: ...

Quantitative Research at the AHPN Guatemala

In early 2006 I joined the Historical Archive of the National Police (Archivo Histórico de la Policía Nacional, or AHPN) without knowing the impact it would have on my future. I started with cleaning, organizing and classifying documents—and learning, with other colleagues, what a historical archive is and how it works. By April of that year, parallel to these learning processes, I was selected along with 20 other people to begin work on the challenging Quantitative Research project. I started as a "coder," transferring key content from documents into a database. (more…)

Colombia (eng)

Text in English Assessing Claims of Declining Lethal Violence In March 2007, HRDAG published a study entitled "Assessing Claims of Declining Lethal Violence in Colombia." The authors of this report evaluated assertions that violence in Colombia declined after the demobilization of paramilitaries. They showed that these claims rest both on the overinterpretation of unadjusted data and on unsound causal inferences. The authors concluded that multiple data sources are needed to estimate the true rates of violence in Colombia after demobilization and they suggest avenues for further research. This research paper is also available in Spanish at ...
