HRDAG’s core values all have a connection to Scott Weikart, 1951–2023.
The summer of 2002 in Washington, DC, was steamy and hot, which is how I remember my introduction to HRDAG. I had begun working with them, while they were still at AAAS, in the late spring, learning all about their core concepts: duplicate reporting and MSE, controlled vocabularies, inter-rater reliability, data models and more. The days were long, with a second shift more often than not running late into the evening. In addition to all the learning, I also helped with matching for the Chad project – that is, identifying multiple records of the same violation – back when matching was done by hand. But it was not long after I arrived in Washington ...
One of the three main goals of HRDAG is education and outreach, and to that end we use Creative Commons licenses for all of our blogposts and, whenever possible, for our publications. Using a Creative Commons license makes it clear that educators are free to use HRDAG's publications, in their entirety, and with the peace of mind that they are doing so with our blessing.
Also, the use of the Creative Commons license allows us to participate in and encourage the creation of a digital commons, which we feel helps to advance another one of our goals, the creation of knowledge. We feel that it’s important to offer up our publications for use and reuse ...
I spent the two weeks over Easter working with Patrick and Megan in San Francisco, trying to figure out a strategy of how best to estimate the number of casualties the Syrian civil war has claimed in the past two years. In January, HRDAG published a report on the number of fully identified casualties reported in the Syrian Arab Republic between March 2011 and November 2012. The number of de-duplicated records of killings for this period was 59,648, a number that is likely to be an undercount since we know that many incidences of lethal violence in conflict go unreported, and that the unreported cases are not missing at random. Patrick Ball and Miguel Cruz (2003). “Human freedom and free software: Why choices about technology matter to human rights advocates.”
Defending Human Rights Data And The Possibility of Justice In East Timor
By Patrick Ball and Romesh Silva
On June 5th, armed gangs broke into the offices of the Commission for Reception, Truth and Reconciliation (CAVR) in Dili, East Timor and stole their motorbikes.
Many human rights workers wondered whether the mobs would soon return to loot the irreplaceable paper records used by the CAVR to compile a definitive report on human rights abuses during the Indonesian occupation of East Timor from 1975-1999.
The release of this report was preempted by the recent violence in Dili. But in the midst of the chaos, Australian military forces stepped in to ...

State Coordinated Violence in Chad under Hissène Habré -- [Français]
HRDAG is currently evaluating the quality and completeness of the Kosovo Memory Book of the Humanitarian Law Center (HLC) in Belgrade, Serbia. The objective of the Kosovo Memory Book (KMB) is to commemorate every single person who fell victim to armed conflict in Kosovo from 1998 to 2000, either through death or disappearance.
While building and reviewing their database, one of the things that HLC has to do is “record linkage,” a process also known as “matching.” Matching determines whether two records are the same people (“a match”) or different people (“a non-match”). Matching helps to identify whether two existing records refer ...
NEW STUDY DOCUMENTS HISSÈNE HABRÉ’S OVERSIGHT OF POLICE PRISONS WHERE THOUSANDS DIED
10th Anniversary of Indictment of Chad Ex-Dictator
January 29, 2010, N’Djamena, Chad and Palo Alto, CA, U.S. - On the 10th anniversary of the first indictment of Hissène Habré in Senegal, the Benetech Human Rights Data Analysis Group (HRDAG) released a new study showing that the former Chadian dictator was well informed of the hundreds of deaths that occurred in prisons operated by his political police. This information could be critical in the long delayed prosecution of Habré who has been accused of killing and systematically torturing thousands of politi...
A week in the California redwoods amongst a hodgepodge of people united by their passion for using quantitative analysis to combat injustice.
Razan Zatouneh is an esteemed colleague of ours, and we are one of 57 organizations demanding immediate release for her and the three other human rights defenders still missing.
A year on, no information on Douma Four
The prominent Syrian human rights defenders Razan Zaitouneh, Samira Khalil, Wa’el Hamada and Nazem Hamadi – the Douma Four—remain missing a year after their abduction, 57 organizations said today. The four were abducted in Duma, a city near Damascus under the control of armed opposition groups. They should be released immediately, the groups said.
On 9 December 2013, at about 10:40 pm, a group of armed men stormed into the ...
Last month Significance magazine published an article on the topic of predictive policing and police bias, which I co-authored with William Isaac. Since then, we've published a blogpost about it and fielded a few recurring questions. Here they are, along with our responses.
Do your findings still apply given that PredPol uses crime reports rather than arrests as training data?
Because this article was meant for an audience that is not necessarily well-versed in criminal justice data and we were under a strict word limit, we simplified language in describing the data. The data we used is a version of the Oakland Police Department’s crime report...
As an organization that uses science to advocate for human rights, the goals and issues represented by Ada Lovelace Day are very near and dear to our hearts. Additionally, we are lucky to work with and be advised by some pretty kick-ass ladies in STEM (see our People page to learn more about these amazing women (and men)).
I brainstormed a list of women I could write about, as Finding Ada suggests we celebrate today by blogging about a STEM heroine. I considered Anita Borg (she has her own institute!), who advocated tirelessly for women in computer science. I thought about Sally Wyatt, keynote speaker and organizer of the fascinating workshop...
In this interview with Colombian newspaper El Espectador, Patrick Ball is quoted as saying “la gente que no conoce de álgebra nunca debería hacer estadísticas” (people who don’t know algebra should never do statistics).
