On Wednesday, February 4, in Pristina, international experts praised the Humanitarian Law Centre's database on victims of the Kosovo conflict, the Kosovo Memory Book. HRDAG executive director Patrick Ball is quoted in the article that appeared in Balkan Transitional Justice.

Members of the Salvadoran military committed tens of thousands of killings during the country’s civil war which raged from the late 1970’s until 1990. While working for a peace organization in El Salvador in 1991, Patrick Ball was asked by a colleague at a human rights group to help organize a large collection of human rights testimonies. Trained as a social scientist, Ball created the “Who Did What To Whom” (WTWTW) model for examining human rights data. Ball used this system to create a structured, relational database of violations reported in more than 9,000 testimonies to the Salvadoran Human Rights Commission.

Propelled by the impact of data analysis in El Salvador, Patrick Ball applied his WDWTW model to human rights information in other countries. Throughout the 1990’s, Ball worked at the American Association for the Advancement of Science (AAAS) analyzing large-scale human rights violations in Ethiopia, South Africa, Haiti and Guatemala. Cory Doctorow of Boing Boing writes about HRDAG director of research Patrick Ball’s article “Violence in Blue,” published March 4 in Granta. From the post: “In a must-read article in Granta, Ball explains the fundamentals of statistical estimation, and then applies these techniques to US police killings, merging data-sets from the police and the press to arrive at an estimate of the knowable US police homicides (about 1,250/year) and the true total (about 1,500/year). That means that of all the killings by strangers in the USA, one third are committed by the police.”
This post describes how we organize our work over ten years, twenty analysts, dozens of countries, and hundreds of projects: we start with a task. A task is a single chunk of work, a quantum of workflow. Each task is self-contained and self-documenting; I'll talk about these ideas at length below. We try to keep each task as small as possible, which makes it easy to understand what the task is doing, and how to test whether the results are correct.
