Some police officers avoid accountability by “wandering” to another agency. HRDAG and partners created a data tool that tracks officers’ employment history.
Dr. Patrick Ball recently visited the Plutopia News Network podcast for a wide-ranging, inspiring conversation about his work for the Human Rights Data Analysis Group.
Patrick spoke about how he first discovered human rights work during his time in El Salvador with the Peace Brigades International. That led to his ongoing work as a statistician and computer programmer working to assess and analyze human rights violations. He also unpacked some common statistical techniques used by researchers at Human Rights Data Analysis Group, such as multiple systems estimation, which uses multiple different datasets to gain insights into the data we don't ...

Part Three of Our Three-Part “Gathering the Data” Series. Read part one and part two.
In computer security, “security” is always relative to something. What are we actually defending against, and how are we doing it? This is our “threat model.”
My colleagues and I have been using scientific tools to analyze evidence of human rights abuses, including using statistics to uncover mass graves in Mexico and analyzing under-reported police homicides in the United States.
Our work isn’t always popular. It can infuriate those in power who want to cover up incriminating truths about the ...

Artificial intelligence is transforming how we work with information. At HRDAG, that changes how I do my job every day. My most recent project was using LLMs to explore and parse vast quantities of data about police abuses in California.
In this newsletter, I’ll pull back the curtain on that work. I’ll describe how a diverse coalition gathered more than a million pages of documents about police misconduct in California and how LLMs helped us make sense of them in ways that wouldn’t have been possible before the advent of this technology.
In addition to understanding my work, I hope that this ...

UPDATE (21 Dec 2014): Juan Cole is reporting that the Kurdish militia (the peshmerga) have retaken Shingal (also known as Sinjar) mountain where many Yezidi people have been trapped since 3 August 2014. They are now moving to liberate other Yezidi towns south of the mountain. The Yezidi people trapped on the mountain are now free. There is no word yet on the thousands of Yezidi people enslaved by ISIS.
ORIGINAL (19 Nov 2014): Farhad (not his real name) got the call from ISIS on his personal cell phone just after lunch: we have your sister, and we will give her back if you pay us $6000, plus $1500 for the driver.
Carrying little more than his ...
Reports of torture and disappearances in Syria are not new. But the Amnesty International report says the magnitude and severity of abuse has “increased drastically” since 2011. Citing the Human Rights Data Analysis Group, the report says “at least 17,723 people were killed in government custody between March 2011 and December 2015, an average of 300 deaths each month.”

It’s inevitable that databases will have information gaps, and special care must be taken to account for these gaps.

Hissène Habré was president of the former French colony of Chad from 1982 to 1990. Credible allegations of systematic torture and crimes against humanity have been made against Habré’s state security force, the Documentation and Security Directorate (DDS), which pursued political opponents and operated notorious prisons during his regime.
One prison where the DDS is alleged to have tortured prisoners is the “Piscine,” a former swimming pool covered by a concrete roof. Prisoners were held in ten dank cells where witnesses say they were starved and abused.
After being forced from power in 1990, Habré went into exile ...

Where did the method of multiple systems estimation come from?
If you didn't have access to the whole population, how do you know how representative these data are of the entire population? i.e. How do you control for bias?
What are the total conflict-related mortality numbers? How many people were killed and disappeared between 1974 and 1999? And how many people died due to hunger and illness?
What is the margin of error associated with these results?

The four were abducted in Duma, a city near Damascus under the control of armed opposition groups. They should be released immediately, the groups said.
On 9 December 2013, at about 10:40 pm, a group of armed men stormed into the ...

Today Amnesty International released “‘It breaks the human’: Torture, disease and death in Syria’s prisons ,” a report detailing the conditions and mortality in Syrian prisons from 2011 to 2015, including data analysis conducted by HRDAG.
The report provides harrowing accounts of ill treatment of detainees in Syrian prisons since the conflict erupted in March 2011, and publishes HRDAG’s estimate of the number of killings that occurred inside the prisons.
To accompany the report, HRDAG has released a technical memo that explains the methodology, sources, and implications of the findings. The HRDAG team used data from four ...
