HRDAG and the Trial of José Efraín Ríos Montt
At some point in the next week, HRDAG's executive director, Patrick Ball, will be providing expert testimony in the trial of General José Efraín Ríos Montt, the de-facto president of Guatemala in 1982-1983. Gen. Ríos is being tried on charges of genocide and crimes against humanity. (His military intelligence director, Gen. Mauricio Rodríguez Sánchez is also on trial.) Patrick will testify on approximately April 15-18, 2013, and he may begin as early as this Friday, April 12.

Lancet Study Estimates Gaza Death Toll 40% Higher Than Recorded
“Patrick Ball, a statistician at the US-based Human Rights Data Analysis Group not involved in the research, has used capture-recapture methods to estimate death tolls for conflicts in Guatemala, Kosovo, Peru and Colombia.
Ball told AFP the well-tested technique has been used for centuries and that the researchers had reached “a good estimate” for Gaza.”

The coding, from my perspective, is the heart of the project. I say this, because the coding team has the responsibility of selecting documents according to the random sample, recording the documents’ contents, and applying the criteria to convert that content into an entry in a quantitative database. A Universal Declaration of a Few Data Rights
Today we celebrate the 65th anniversary of the Universal Declaration of Human Rights, which was adopted by the UN General Assembly on 10 December 1948. At HRDAG, we are non-partisan: we do not favor any party or government in conflicts. But we are not neutral: we are always in favor of human rights. We believe in the power and value of data; as we see it, data distills human actions and existence, all of which have power and value. With this in mind, we propose these seven articles that comprise our declaration of a few data rights (click through the links for some examples).

The Great Lessons in Research at the Archive
Doing an investigation on the contents of the Archive brought with it three major lessons. The first big lesson was the constant movement (nothing was static), The second great lesson was that everything evolved (the changes were a constant). The third major lesson was to discover how two institutions can work together while geographically far apart.

HRDAG researchers and analysts at Peru's Truth and Reconciliation Commission (TRC) estimated conflict mortality due to violence using Capture-Recapture methods.
500 Tamils forcibly disappeared in three days, after surrendering to army in 2009
A new study has estimated that over 500 Tamils were forcibly disappeared in just three days, after surrendering to the Sri Lankan army in May 2009.
The study, carried out by the Human Rights Data Analysis Group and the International Truth and Justice Project, based on compiled lists which identify those who were known to have surrendered, estimated that 503 people had been forcibly disappeared between the 17th– 19th of May 2009.
Megan Price Elected Board Member of Tor Project
Today The Tor Project announced that it has elected a new Board of Directors, and among them is HRDAG executive director Megan Price. The Tor Project is a nonprofit advocacy group that promotes online privacy and provides software that helps users opt out of online tracking.
Megan and Patrick have long maintained that encryption and privacy are essential for enabling human rights work. Patrick's ideas are described in Monday's FedScoop story about encryption, human rights, and the U.S. State Department.

Guatemala 2011 – Developing Sampling Methods to Help Convict Perpetrators
During 36 years of internal armed conflict, which ended in 1996, an estimated 200,000 Guatemalans were killed or disappeared. HRDAG researchers returned to Guatemala in 2006 to analyze a sample of the estimated 46 million records discovered in the archive of the now disbanded Guatemalan National Police.
