Guatemala 2011 – Developing Sampling Methods to Help Convict Perpetrators

During 36 years of internal armed conflict, which ended in 1996, an estimated 200,000 Guatemalans were killed or disappeared. HRDAG researchers returned to Guatemala in 2006 to analyze a sample of the estimated 46 million records discovered in the archive of the now disbanded Guatemalan National Police. Using MSE to Estimate Unobserved Events

At HRDAG, we worry about what we don't know. Specifically, we worry about how we can use statistical techniques to estimate homicides that are not observed by human rights groups. Based on what we've seen studying many conflicts over the last 25 years, what we don't know is often quite different from what we do know. The technique we use most often to estimate what we don't know is called "multiple systems estimation." Doing an investigation on the contents of the Archive brought with it three major lessons. The first big lesson was the constant movement (nothing was static), The second great lesson was that everything evolved (the changes were a constant). 500 Tamils forcibly disappeared in three days, after surrendering to army in 2009

A new study has estimated that over 500 Tamils were forcibly disappeared in just three days, after surrendering to the Sri Lankan army in May 2009.

The study, carried out by the Human Rights Data Analysis Group and the International Truth and Justice Project, based on compiled lists which identify those who were known to have surrendered, estimated that 503 people had been forcibly disappeared between the 17th– 19th of May 2009.


Sri Lanka

Ten years after the war ended in Sri Lanka, we still don’t know to the nearest ten thousand how many people perished. The estimates for the death toll for the last five months of the war alone vary between 7000 and 147,000. In 2011, the UN said it thought approximately 40,000 civilians had died; then in 2012 an internal UN report estimated it was at least 70,000. Population data from World Bank and UN sources indicated that more than 100,000 Tamils living in the conflict areas in the north have not returned home after the war.
