From my first introduction to the HRDAG community at the annual retreat it was clear to me that mentorship is an organizational priority and that the contributions of interns are valued. Much of my first couple weeks as a summer intern at HRDAG were spent familiarizing myself with Patrick’s paradigm for principled data processing. Counting The Dead: How Statistics Can Find Unreported Killings

Ball analyzed the data reporters had collected from a variety of sources – including on-the-ground interviews, police records, and human rights groups – and used a statistical technique called multiple systems estimation to roughly calculate the number of unreported deaths in three areas of the capital city Manila.

The team discovered that the number of drug-related killings was much higher than police had reported. The journalists, who published their findings last month in The Atlantic, documented 2,320 drug-linked killings over an 18-month period, approximately 1,400 more than the official number. Ball’s statistical analysis, which estimated the number of killings the reporters hadn’t heard about, found that close to 3,000 people could have been killed – more than three times the police figure.

Ball said there are both moral and technical reasons for making sure everyone who has been killed in mass violence is counted.

“The moral reason is because everyone who has been murdered should be remembered,” he said. “A terrible thing happened to them and we have an obligation as a society to justice and to dignity to remember them.”

New report published on 500 Tamils missing while in Army custody

The International Truth and Justice Project and HRDAG have published a report on 500 Tamils who disappeared while in Army custody in Sri Lanka in 2009.

The report is titled “How many people disappeared on 17-19 May 2009 in Sri Lanka?” and Patrick Ball, director of research at HRDAG, is the lead author.

Updated Casualty Count for Syria

Today the United Nations Office of the High Commissioner for Human Rights (OHCHR) released an HRDAG-prepared report that describes and tallies documented killings in the Syrian Arab Republic from the beginning of the conflict in March 2011 through April 2014. (The report is here.) This is our third report for the UN on the Syrian conflict, and it is an update of work we published in January 2013 and June 2013. The report, Updated Statistical Analysis of Documentation of Killings in the Syrian Arab Republic, concludes that approximately 191,000 identifiable victims have been reported in the period covered (March 2011 – April 2014). Data ‘hashing’ improves estimate of the number of victims in databases

But while HRDAG’s estimate relied on the painstaking efforts of human workers to carefully weed out potential duplicate records, hashing with statistical estimation proved to be faster, easier and less expensive. The researchers said hashing also had the important advantage of a sharp confidence interval: The range of error is plus or minus 1,772, or less than 1 percent of the total number of victims.

“The big win from this method is that we can quickly calculate the probable number of unique elements in a dataset with many duplicates,” said Patrick Ball, HRDAG’s director of research. “We can do a lot with this estimate.”

Historic verdict in Guatemala—Gen.Efraín Ríos Montt found guilty

I've been working with various projects in Guatemala to document mass violence since 1993, so in 2011, when Claudia Paz y Paz asked me to revisit the analysis I did for the Commission for Historical Clarification examining the differential mortality rates due to homicide for indigenous and non-indigenous people in the Ixil region, I was delighted. We have far better data processing and statistical methods than we had in 1998, plus much more data. I think the resulting analysis is a conservative lower bound on total homicides of indigenous people. (more…)
