Henrik Urdal has released his final Nobel Shortlist for 2022, and HRDAG is included on it, alongside Sviatlana Tsikhanouskaya and Alexei Navalny, and others. The list highlights pro-democracy efforts, multilateral cooperation, combating religious extremism and intolerance, and the value that research and knowledge can have for promoting peace.

Ball, a statistician, has spent the last two decades finding ways to make the silence speak. He helped pioneer the use of formal statistical modeling, and, later, machine learning—tools more often used for e-commerce or digital marketing—to measure human rights violations that weren’t recorded. In Guatemala, his analysis helped convict former dictator General Efraín Ríos Montt of genocide in 2013. It was the first time a former head of state was found guilty of the crime in his own country.

But while HRDAG’s estimate relied on the painstaking efforts of human workers to carefully weed out potential duplicate records, hashing with statistical estimation proved to be faster, easier and less expensive. The researchers said hashing also had the important advantage of a sharp confidence interval: The range of error is plus or minus 1,772, or less than 1 percent of the total number of victims.

“The big win from this method is that we can quickly calculate the probable number of unique elements in a dataset with many duplicates,” said Patrick Ball, HRDAG’s director of research. “We can do a lot with this estimate.”

Earlier this year, the Canadian Tamil Congress connected with HRDAG to bring its campaign to Toronto’s annual Tamil Fest, one of the largest gatherings of Canada’s Sri Lankan diaspora.

Ravichandradeva, along with a few other volunteers, spent the weekend speaking with festival-goers in Scarborough about the project and encouraging them to come forward with information about deceased or missing loved ones and friends.

“The idea is to collect thorough, scientifically rigorous numbers on the total casualties in the war and present them as a non-partisan, independent organization,” said Michelle Dukich, a data consultant with HRDAG.

Wilkerson was speaking at the inaugural Conference on Fairness, Accountability, and Transparency, a gathering of academics and policymakers working to make the algorithms that govern growing swaths of our lives more just. The woman who’d invited him there was Kristian Lum, the 34-year-old lead statistician at the Human Rights Data Analysis Group, a San Francisco-based non-profit that has spent more than two decades applying advanced statistical models to expose human rights violations around the world. For the past three years, Lum has deployed those methods to tackle an issue closer to home: the growing use of machine learning tools in America’s criminal justice system.

“Every kind of classification system – human or machine – has several kinds of errors it might make,” [Patrick Ball] says. “To frame that in a machine learning context, what kind of error do we want the machine to make?” HRDAG’s work on predictive policing shows that “predictive policing” finds patterns in police records, not patterns in occurrence of crime.

Eric Sears, a director at the MacArthur Foundation who leads the grantmaker’s Technology in the Public Interest program, worked at Human Rights First and Amnesty International before joining MacArthur, and has been following HRDAG’s work for years. … One of HRDAG’s strengths is the long relationships it maintains with partners around the globe. “HRDAG is notable in that it really develops deep relationships and partnerships and trust with organizations and actors in different parts of the world,” Sears said. “I think they’re unique in the sense that they don’t parachute into a situation and do a project and leave. They tend to stick with organizations and with issues over the long term, and continually help build cases around evidence and documentation to ensure that when the day comes, when accountability is possible, the facts and the evidence are there.”
