Momentous Verdict against Hissène Habré

Today we’re very pleased to hear of the verdict finding Hissène Habré guilty of crimes against humanity. Habré, president of Chad from 1982 to 1990, has been sentenced to life in prison in Dakar, Senegal, where he was tried. He is the first former head of state to be tried and found guilty of crimes against humanity in one country (Chad) by the courts of another country (Senegal).  Here’s more on the verdict from The Guardian. Learning Day by Day: Quantitative Research at the AHPN

Working at the Historic Archive of the National Police (AHPN) of Guatemala, there are many skills I learned on the job. My many years of work on the team that studies the recovered documents have been like a custom-made course in how to do quantitative research. The Archive documents I study are the result of 36 years of creation during civil war (1960 to 1996). Many of these documents are simply administrative—but we are able to use them to understand patterns that occurred during the conflict, to get a sense of what mattered to the National Police and what didn’t. Lancet Study Estimates Gaza Death Toll 40% Higher Than Recorded

“Patrick Ball, a statistician at the US-based Human Rights Data Analysis Group not involved in the research, has used capture-recapture methods to estimate death tolls for conflicts in Guatemala, Kosovo, Peru and Colombia.

Ball told AFP the well-tested technique has been used for centuries and that the researchers had reached “a good estimate” for Gaza.”

Analysis of Uncovered Government Data from Guatemala and Chad Clarifies History and Supports Criminal Prosecutions

The past year of research by the Benetech Human Rights Data Analysis Group (HRDAG) has supported criminal prosecutions and uncovered the truth about political violence in Guatemala, Iran, Colombia, Chad and Liberia. On today’s celebration of the 62nd anniversary of the Universal Declaration of Human Rights, HRDAG invites the international community to engage scientifically defensible methodologies that illuminate all human rights violations – including those that cannot be directly observed. 2011 will mark the 20th year that HRDAG researchers have analyzed the patterns and magnitude of human rights violations in political conflicts to determine how many of the killed and disappeared have never been accounted for – and who is most responsible.

Perú

In 2001, President Alejandro Toledo, called for the establishment of the Comision de la Verdad y Reconciliacion (CVR) (Truth and Reconciliation Commission) to investigate human rights abuses in Perú between 1980 and 2000. Dr. Patrick Ball was invited to work with the Commission to evaluate the CVR technical work and make recommendations on the information management process and analytic strategies. HRDAG consultant Jana Asher worked with Dr. Ball and CVR staff members David Sulmont (Director Informations Systems) and Daniel Manrique (Database Expert) to present evidence of the violations in a report to the CVR. Dear Friends, This has been quite a year, and I don’t just mean the recent political events in the United States, Europe and the Middle East. Thanks to your ongoing support, HRDAG has a number of accomplishments to be proud of this year: Patrick’s testimony in the trial of Hissene Habré for crimes against humanity was cited by the judges three times in their determination of guilt.
