Letter from Alejandro Valencia Villa

Alejandro Valencia Villa is a Former Commissioner of the Colombian Truth Commission. (Letter in English, and letter in Spanish.) Introduction One of the most obvious and most difficult questions to answer when analyzing an armed conflict is determining the number of victims. In a conflict like Colombia’s, prolonged and with complex characteristics due to the different nature of the armed actors and because they committed a great variety and quantity of human rights violations and breaches of humanitarian law, the challenge is even greater. As if this were not enough, Colombia also had a large number of records of these violations and infract...

Controlled vocabulary

What is a controlled vocabulary? A controlled vocabulary provides the ability to transform information that has been collected on violations, victims, and perpetrators into a countable set of data categories. It is important that this process be done without discarding relevant information and without misrepresenting the collected information. Why is it necessary? The data collected about human rights violations originates from a wide range of information sources – legal case files, newspaper articles, e-mails, faxes, letters, phone conversations, testimonies, interviews, radio and television programs, video clips, and photos. This wide range of ...

When Data Doesn’t Tell the Whole Story

This blog is a part of International Justice Monitor’s technology for truth series, which focuses on the use of technology for evidence and features views from key proponents in the field. As highlighted by other posts in this series, emerging technology is increasing the amount and type of information available, in some contexts, to criminal and other investigations. Much of what is produced by these emerging technologies (Facebook posts, tweets, YouTube videos, text messages) falls in the category we refer to as “found” data. By “found” data we mean data not generated for a specific investigation, but instead, that is generated for ...

HRDAG Retreat 2016

What do you get when you bring seven statisticians, one quantitative political scientist, a writer, a computer scientist, and an administrator together for four days in a vacation rental on California’s Russian River? A lot of code, a technical paper and book chapter revised, another paper started, a great hike in the Redwoods, descriptions of food poisoning and crash landings in war zones, and a lot of talk about feelings. Did I mention feelings?
