The files linked on this page contain the data used in the calculations presented in Benetech's report to the Liberian Truth and Reconciliation Commission entitled "Descriptive Statistics From Statements to the Liberian Truth and Reconciliation Commission." In accordance with Benetech's Memorandum of Understanding with the TRC, these data are published on the Internet so that others can use the material to replicate our findings and continue research on past human rights violations in Liberia. In order to protect the privacy of the people who suffered, the information in the files below contains no personal identifying information about the victims or ...
For more than 20 years, HRDAG has been carving out a niche in the international human rights movement. We know what we’re good at and what we’re not qualified to do. We know what quantitative questions we think are important for the community, and we know what we like to do. These preferences guide us as we consider whether to take on a project. We’re scientists, so our priorities will come as no surprise. We like to stick to science (not ideology), avoid advocacy, answer quantifiable questions, and increase our scientific understanding.
While we have no hard-and-fast rules about what projects to take on, we organize our deliberation ...

It’s inevitable that databases will have information gaps, and special care must be taken to account for these gaps.

We’re very happy to announce that our executive director, Patrick Ball, has been elected as a Fellow of the American Statistical Association (ASA), as announced by ASA President Nathaniel Schenker. The data on killings in Kosovo are in four files. All of the files are comma-delimited ASCII. The fields in each file are described below.
If you use these data on Kosovo killings, please cite them with the following citation, as well as this note:
“These are convenience sample data, and as such they are not a statistically representative sample of events in this conflict. These data do not support conclusions about patterns, trends, or other substantive comparisons (such as over time, space, ethnicity, age, etc.).”

Patrick Ball won the Karl E. Peace Award for Outstanding Statistical Contributions for the Betterment of Society at the 2018 Joint Statistical Meeting.
HRDAG is helping the Invisible Institute turn their windfall of raw data about police misconduct into data that can be analyzed.
Multiple Systems Estimation
What is MSE?
What do you mean by statistical inference?
What is an overlap, and how do we know when lists overlap?
How does MSE find the total number of violations?
How was MSE originally developed?
How does the Benetech Human Rights Program use MSE?
1. What is MSE?
A: Multiple Systems Estimation, or MSE, is a family of techniques for statistical inference. MSE uses the overlaps between several incomplete lists of human rights violations to determine the total number of violations.

I got an email from my superheroic PhD adviser in June 2006: Would I be interested in relocating to Palo Alto for six months in order to work with Patrick Ball at the Human Rights Data Analysis Group? (She'd gotten a grant and would cover my stipend.) Since I'd spent the last several months in New Haven wrestling ineffectually with giant, brain-melting methodological problems, I said yes immediately.
The plan with my adviser was simple: I'd digitize the ancient, multiply-photocopied pages of data from the United Nations Truth Commission for El Salvador, combine them with two other datasets, match across all the records, and produce reliable ...
We’re happy to announce that our executive director, Patrick Ball, has been presented an honorary degree from Claremont Graduate University in Claremont, California. University President Deborah Freund presented the degree to Patrick at the university’s 88th annual commencement ceremony on Saturday, May 16, 2015. The degree conferred was Doctor of Science honoris causa.
“We at CGU are thrilled that Patrick Ball accepted our Honorary Degree invitation and joined us for commencement,” said Thomas Horan, CGU Professor and Director, Center for Information Systems and Technology. “Patrick’s work stands as a model for conducting first-r...

HRDAG contributes to the project by helping to classify, filter, extract, and standardize the records so that they can be useful in the database.
How we work with partners is how we relate to the whole human rights community. We work with human rights advocates and defenders to support their goals by complementing their substantive expertise with our technical expertise. To date, partners have included truth commissions, international criminal tribunals, United Nations missions, and non-governmental human rights organizations on five continents.
Here are a few stories that illustrate how we work with our partners:
HRDAG partner stories:
Quantifying Police Misconduct in Louisiana (2023)
Scraping for Pattern: Protecting Immigrant Rights in Washington State (2022)
Police Violence ...
A key point is that human rights data collection prior to the TRC largely ignored violence by the Shining Path.

How do you know that there are more conflict-related deaths than have been reported to the Commission for Reception, Truth and Reconciliation (CAVR, by its Portuguese acronym)?
Where did the method of multiple systems estimation come from?
If you didn't have access to the whole population, how do you know how representative these data are of the entire population? i.e. How do you control for bias?
What are the total conflict-related mortality numbers? How many people were killed and disappeared between 1974 and 1999? And how many people died due to hunger and illness?
What is the margin of error associated with these results?
What is ...
