In early 2006 I joined the Historical Archive of the National Police (Archivo Histórico de la Policía Nacional, or AHPN) without knowing the impact it would have on my future. I started with cleaning, organizing and classifying documents—and learning, with other colleagues, what a historical archive is and how it works.
By April of that year, parallel to these learning processes, I was selected along with 20 other people to begin work on the challenging Quantitative Research project. I started as a "coder," transferring key content from documents into a database. (more…)
Trina Reynolds-Tyler's internship at HRDAG helped her use data science to find patterns in state-sanctioned violence.
Today The Tor Project announced that it has elected a new Board of Directors, and among them is HRDAG executive director Megan Price. The Tor Project is a nonprofit advocacy group that promotes online privacy and provides software that helps users opt out of online tracking.
Megan and Patrick have long maintained that encryption and privacy are essential for enabling human rights work. Patrick's ideas are described in Monday's FedScoop story about encryption, human rights, and the U.S. State Department.
“Human rights groups depend on strong cryptography in order to hold governments accountable," says Patrick. "HRDAG depends on local human ...
“Kristian Lum… organized a workshop together with Elizabeth Bender, a staff attorney for the NY Legal Aid Society and former public defender, and Terrence Wilkerson, an innocent man who had been arrested and could not afford bail. Together, they shared first hand experience about the obstacles and inefficiencies that occur in the legal system, providing valuable context to the debate around COMPAS.”
Defending Human Rights Data And The Possibility of Justice In East Timor
By Patrick Ball and Romesh Silva
On June 5th, armed gangs broke into the offices of the Commission for Reception, Truth and Reconciliation (CAVR) in Dili, East Timor and stole their motorbikes.
Many human rights workers wondered whether the mobs would soon return to loot the irreplaceable paper records used by the CAVR to compile a definitive report on human rights abuses during the Indonesian occupation of East Timor from 1975-1999.
The release of this report was preempted by the recent violence in Dili. But in the midst of the chaos, Australian military forces stepped in to ...

MEDIA MISREPRESENTATIONS OF THE CAVR REPORT
Although not yet officially released, the 2500 page CAVR Report 'Chega!' has been the subject of several prominent reports in the media based on leaked versions of the Executive Summary and particularly its section on Recommendations. Stories on the Report have been carried by AFP, AP, the Japan Times, the Singapore Straits Times, Sydney Morning Herald, Lusa,Timor-Leste press and Bali Times - to name some.
Regrettably some of these stories contained serious misrepresentations of the Report which ...
In Orleans Parish, Louisiana, home of New Orleans, 78 percent of wrongful convictions have been linked to a police officer’s failure to share exculpatory evidence with the defense. This is a rate more than double the national average. But while these actions, or any misconduct, by law enforcement personnel may be recorded officially, the data may be difficult to use or find. Depending on a parish’s resources, the data may be archived in a non-digital format, for example, on paper.
Innocence Project New Orleans (IPNO) has as its mission the overturning of wrongful convictions in Louisiana. A police officer involved in a wrongful conviction may ...

In early 2012, HRDAG was commissioned by the UN Office of the High Commissioner for Human Rights (OHCHR) to do an enumeration project, essentially a count of all of the reported casualties in the Syrian conflict. HRDAG has published two analyses so far, the first in January 2013, and the second in June 2013. In this post, HRDAG scientists Anita Gohdes, Megan Price, and Patrick Ball answer questions about that project.
So, how many people have been killed in the Syrian conflict?
This is a complicated question. As of our last report, in June 2013, we know that there have been at least 93,000 reported, identifiable conflict-related casualties. The ...

Assessing Claims of Declining Lethal Violence
In March 2007, HRDAG published a study entitled "Assessing Claims of Declining Lethal Violence in Colombia." The authors of this report evaluated assertions that violence in Colombia declined after the demobilization of paramilitaries. They showed that these claims rest both on the overinterpretation of unadjusted data and on unsound causal inferences. The authors concluded that multiple data sources are needed to estimate the true rates of violence in Colombia after demobilization and they suggest avenues for further research.

Doing an investigation on the contents of the Archive brought with it three major lessons. The first big lesson was the constant movement (nothing was static), The second great lesson was that everything evolved (the changes were a constant). The third major lesson was to discover how two institutions can work together while geographically far apart.
The constant movement
As there were other processes being carried out at the Archive, everything was in constant movement. In other words, one day the documents were in X location and tomorrow they may be in location Y or dispersed in multiple locations. This made it impossible to know with certai...
Kilómetro Cero is making a comparison of police killings in Puerto Rico and police killings in the non-territorial United States, and HRDAG is helping to organize the data.
I had the pleasure of working with Patrick Ball at the HRDAG office in San Francisco for a week during summer 2016. I knew Patrick from two workshops he previously hosted at the University of Washington’s Centre for Human Rights (UWCHR). The workshops were indispensable to us at UWCHR as we worked to publish a number of datasets on human rights violations during the El Salvador Civil War. The training was all the more helpful because the HRDAG team was so familiar with the data. As part of an impressive career which took him from Ethiopia and Kosovo to Haiti and El Salvador among others, Patrick himself had worked on gathering and analysing ...
We live in very challenging times. The pervasiveness of bias in AI algorithms and autonomous “killer” robots looming on the horizon, all necessitate an open discussion and immediate action to address the perils of unchecked AI. The decisions we make today will determine the fate of future generations. Please follow these amazing women and support their work so we can make faster meaningful progress towards a world with safe, beneficial AI that will help and not hurt the future of humanity.
