Uncovering Police Violence in Chicago: A collaboration between HRDAG and Invisible Institute

In 2014 and again in 2020, the Invisible Institute, a Chicago grassroots organization, won lawsuits that granted them access to decades of complaints of misconduct by Chicago police officers. The collection contains hundreds of thousands of pages of allegation forms, memos, various police administrative forms, interviews and testimonies, pictures, and even embedded audio files. I knew Patrick from two workshops he previously hosted at the University of Washington’s Centre for Human Rights (UWCHR). Historic verdict in Guatemala—Gen.Efraín Ríos Montt found guilty

I've been working with various projects in Guatemala to document mass violence since 1993, so in 2011, when Claudia Paz y Paz asked me to revisit the analysis I did for the Commission for Historical Clarification examining the differential mortality rates due to homicide for indigenous and non-indigenous people in the Ixil region, I was delighted. We have far better data processing and statistical methods than we had in 1998, plus much more data. I think the resulting analysis is a conservative lower bound on total homicides of indigenous people. (more…)

How we go about estimating casualties in Syria—Part 1

I spent the two weeks over Easter working with Patrick and Megan in San Francisco, trying to figure out a strategy of how best to estimate the number of casualties the Syrian civil war has claimed in the past two years. In January, HRDAG published a report on the number of fully identified casualties reported in the Syrian Arab Republic between March 2011 and November 2012. The number of de-duplicated records of killings for this period was 59,648, a number that is likely to be an undercount since we know that many incidences of lethal violence in conflict go unreported, and that the unreported cases are not missing at random. Eric Sears, a director at the MacArthur Foundation who leads the grantmaker’s Technology in the Public Interest program, worked at Human Rights First and Amnesty International before joining MacArthur, and has been following HRDAG’s work for years. … One of HRDAG’s strengths is the long relationships it maintains with partners around the globe. “HRDAG is notable in that it really develops deep relationships and partnerships and trust with organizations and actors in different parts of the world,” Sears said. “I think they’re unique in the sense that they don’t parachute into a situation and do a project and leave. They tend to stick with organizations and with issues over the long term, and continually help build cases around evidence and documentation to ensure that when the day comes, when accountability is possible, the facts and the evidence are there.”

The need to establish the truth around events is central to goals of transitional justice, particularly securing accountability, establishing legitimate and effective justice mechanisms, and laying the foundations for a peaceful society.
